Free transport card for low-income individuals

The Zuid-Holland region of the Netherlands is launching a new social support project to allow low-income individuals to use public transport for free. This program, which will begin on October 1, 2025, will enable low-income citizens to use public transport free of charge during off-peak hours.

A budget of 2.5 million euros will be allocated annually for this four-year pilot project. The project will be valid in areas where the province is responsible for public transport services, and municipalities will make their own decisions regarding participation in the project. Municipalities that choose to participate will determine income criteria and inform eligible individuals.

Public transport companies such as Qbuzz, Connexxion, and the Dutch Railways (NS) will collaborate on the project. The goal is to provide individuals living on minimum income with easier access to social life and job opportunities.

Applications and referrals will be managed by an authorized service unit. Eligible individuals will be issued OV-chipkaart cards containing a “dal-vrij” subscription, which offers free travel.

The right to free transport will be valid on specific lines and during certain time slots. Within this scope, free travel will be available on Connexxion/Transdev and Qbuzz buses, as well as the MerwedeLingelijn train line between Dordrecht and Geldermalsen, after 09:00 on weekdays, on weekends, and on public holidays.
