The 13-point ceasefire agreement, which ends Israel's aggression against Lebanon, commits Lebanon to preventing Hezbollah or any other armed groups present on Lebanese territory from conducting any operations against Israel, while in return, Israel commits not to carry out any military attacks by land, sea, or air against civilian or military targets in Lebanon.

1- Israel and Lebanon will put the ceasefire agreement into effect as of 04:00 on November 27, in accordance with the commitments detailed below.

2- The Lebanese government will prevent Hezbollah or any other armed groups present on Lebanese territory from conducting any operations against Israel, and Israel will not carry out any military attacks by land, sea, or air against civilian, military, or state-owned targets in Lebanon.

3- Both Israel and Lebanon acknowledge the importance of United Nations Security Council (UNSC) Resolution 1701 for sustainable peace and security and commit to taking steps for the full implementation of the resolution.

4- These commitments do not mean that Israel and Lebanon waive their inherent right to self-defense in accordance with international law.

5- Without prejudice to the United Nations Interim Force in Lebanon (UNIFIL) and its responsibilities, or the commitments in UNSC Resolution 1701 and previous resolutions, Lebanon's official military and security forces, infrastructure, and weapons will be deployed in the South Litani region.

6- In accordance with UNSC Resolution 1701 and previous resolutions, to prevent the re-establishment and re-arming of non-state armed groups in Lebanon, any sale or supply of weapons and related materials to Lebanon will be regulated and controlled by the Lebanese government. Furthermore, all production of weapons and related materials in Lebanon will be regulated and controlled by the Lebanese government.

7- Upon the implementation of UNSC Resolution 1701 and the commencement of the ceasefire in accordance with the first paragraph, the Lebanese government will provide its official military and security forces with all necessary authorities, including freedom of movement, and will instruct them, in accordance with UNSC Resolution 1701 and previous resolutions, as follows:

a) To monitor and enforce sanctions against the unauthorized entry of weapons and related materials into and throughout Lebanon, including at all border crossings, and the unauthorized production of weapons and materials within Lebanon.

b) Starting from the South Litani Region, to dismantle all existing unauthorized facilities for the production of weapons and related materials and to prevent the establishment of such facilities in the future.

c) Starting from the South Litani Region, to dismantle all infrastructure and military positions and to seize all unlicensed weapons that violate these commitments.

8- The US and France will work within the Military Technical Committee for Lebanon to deploy 10,000 soldiers from the Lebanese armed forces to the south of Lebanon as soon as possible. The US and France will also work with the international community to provide the necessary support to the Lebanese armed forces to increase their deployment levels and improve their capabilities in Lebanon.

9- Upon the commencement of the ceasefire according to the first paragraph, and without prejudice to the mandate and responsibilities of UNIFIL and UNSC Resolution 1701 and previous resolutions, Israel and Lebanon will reformulate and improve the tripartite Mechanism in coordination with UNIFIL. The Mechanism, led by the US and including France, and reformulated and improved within UNIFIL, will help monitor, verify, and ensure the implementation of these commitments.

a) Israel and Lebanon will facilitate the work of the Mechanism, cooperate, and ensure its security.

b) The Mechanism will work with the Military Technical Committee to strengthen the capacity and training of the Lebanese Armed Forces to inspect and dismantle unauthorized facilities and above-ground and underground infrastructure, seize unauthorized weapons, and prevent the presence of unauthorized armed groups.

c) In addition to the work of the Mechanism, UNIFIL's work will continue in accordance with its mandate, including efforts supported by UNIFIL through its regulatory role that enhances the effectiveness of the Mechanism.

10- Israel and Lebanon will report alleged violations to the Mechanism and UNIFIL, without prejudice to their right to communicate directly with the UNSC. The Mechanism will develop appropriate procedures for consultation, investigation, information gathering, and assistance to ensure the implementation of these commitments.

11- Following the commencement of the ceasefire according to the first paragraph, Lebanon will deploy its official military and security forces to all borders and all regulated and unregulated land, air, and sea border crossings. Furthermore, the Lebanese Armed Forces will deploy forces along the line bordering the South Litani Region and will establish roadblocks and checkpoints.

12- Upon the commencement of the ceasefire according to the first paragraph, Israel will withdraw its forces south of the Blue Line in a phased manner, and in parallel, the Lebanese Armed Forces will deploy to positions in the South Litani Region and begin implementing their obligations under the commitments, including the dismantling of unauthorized areas and infrastructure and the confiscation of unauthorized weapons and related materials. The Mechanism will coordinate the execution of the specific and detailed plan for the phased withdrawal and deployment by the Israel Defense Forces and the Lebanese Armed Forces in these areas within 60 days.

13- Israel and Lebanon request that the US, in partnership with the UN, mediate indirect negotiations between Israel and Lebanon for the resolution of remaining points of contention along the Blue Line in accordance with Resolution 1701.

The text states that these commitments aim to ensure the safe return of civilians on both sides of the Blue Line to their lands and homes, while noting that the US and France will seek to lead international efforts to support economic development across Lebanon to advance stability and prosperity in the region.
