Tiesler emphasized that following the Russia-Ukraine war, the belief that "war is off the agenda in Germany" is no longer valid.
The BBK's plan focuses on converting existing infrastructure rather than constructing new, costly, and time-consuming bunkers. Within this scope:
Subway tunnels, underground parking garages, basements of public buildings, and tunnels will be converted into shelters
This initiative aims to create additional protection capacity for 1 million people
The BBK reports that 10 billion euros in funding is required over the next 4 years, and a total of 30 billion euros over 10 years.
