Russia demands 4 regions from Ukraine
In a memorandum submitted to Ukraine, Russia demanded that Luhansk, Donetsk, Zaporizhzhia, and Kherson be incorporated into its own territory and that Ukrainian forces withdraw from these regions.
Details have emerged regarding the memorandum Russia submitted to Ukraine following the second round of talks held between the Russian and Ukrainian delegations in Istanbul.
In the memorandum, Russia demanded that Luhansk, Donetsk, Zaporizhzhia, and Kherson be incorporated into its own territory and that Ukrainian forces withdraw from these regions. The memorandum also requested that the incorporation of these regions into Russia be internationally recognized.
The memorandum, which demands that Ukraine remain neutral and renounce participation in military alliances and coalitions, also calls for a ban on any military activity by third-party states on Ukrainian territory and the deployment of foreign military formations, military bases, and military infrastructure.
The memorandum, which requests confirmation of Ukraine's status as a state free of nuclear and other weapons of mass destruction, also calls for setting maximum personnel levels for the Ukrainian Armed Forces and other military formations, as well as imposing limitations on the quantity and specifications of weapons and military equipment. Furthermore, Russia demanded the dissolution of nationalist formations within the Ukrainian Armed Forces and other military entities.
The memorandum, which calls for the full guarantee of the rights, freedoms, and interests of the Russian-speaking population in Ukraine, demands that the Russian language be granted official status, that the glorification and promotion of Nazism and Neo-Nazism be legally prohibited, and that nationalist organizations and parties be dissolved.
The memorandum also requests a mutual waiver of claims regarding damages incurred during the conflict and demands the lifting of restrictions on the Ukrainian Orthodox Church.
