Iran's semi-official news outlet, Mehr News Agency, has shared with the public a 14-point draft agreement that is allegedly being worked on between Tehran and Washington. The text, which has not yet been verified by official authorities, includes many topics ranging from the release of frozen Iranian assets to the lifting of sanctions, and from the reopening of the Strait of Hormuz to the scope of nuclear negotiations.

PLAN TO RELEASE 24 BILLION DOLLARS IN FROZEN ASSETS

According to the draft text, the goal is to make 24 billion dollars of Iran's frozen assets available for use within the scope of a 60-day negotiation process envisioned between the US and Iran.

The text states that it is envisioned for half of this amount to be made available to Iran before the negotiations begin.

END TO MILITARY ACTIVITIES ENVISIONED

Among the first points of the draft is the immediate and permanent cessation of military operations on all fronts. It was stated that this scope also includes activities in Lebanon.

The text also notes that the US will commit to not interfering in Iran's internal affairs and to respecting the sovereignty of the Islamic Republic of Iran.

STRAIT OF HORMUZ TO REOPEN TO INTERNATIONAL TRAFFIC

One of the prominent topics in the draft concerns regulations regarding the Strait of Hormuz.

Accordingly, the US administration will agree to lift the naval blockade within 30 days and withdraw its military elements around Iran. Within the same period, it is planned for the Strait of Hormuz to be reopened to international maritime traffic in accordance with regulations to be determined by Iran.

TRUMP HAD DESCRIBED THE DEAL AS A "GREAT DEAL"

The emergence of the draft text followed statements made by US President Donald Trump regarding the agreement.

Trump had characterized the agreement in question as a "great deal," arguing that it would provide stability and security to the region. The US President also announced that the Strait of Hormuz would be reopened and that oil shipments would return to their normal course.

Numerous international leaders, primarily the Prime Minister of Qatar and British Prime Minister Keir Starmer, also made assessments supporting the framework of the agreement.

MISSILE PROGRAM WILL NOT BE AMONG THE DISCUSSION TOPICS

According to Mehr's report, the meetings to be held in the coming period will be limited to specific topics.

The draft states that the negotiations will only cover the enriched uranium stockpile, uranium enrichment activities, the lifting of sanctions, and economic restructuring.

It was stated that Iran's ballistic missile program and regional armed groups supported by Tehran would be kept off the negotiation agenda.

LIFTING OF SANCTIONS ON THE ENERGY SECTOR TARGETED

According to the draft text, it is planned to suspend sanctions applied to Iranian oil, petrochemical products, and related export items.

With this step, the aim is to lift restrictions on the revenue Iran earns from energy exports and to ensure the country has full access to these resources.

300 BILLION DOLLAR ECONOMIC SUPPORT PLAN ON THE AGENDA

Another notable topic in the text is the economic support package for the reconstruction of Iran.

According to the draft, the US and its allies will be asked to prepare a reconstruction and economic development program for Iran worth at least 300 billion dollars.

60-DAY OFFICIAL NEGOTIATION PROCESS ENVISIONED

Within the scope of the draft, the parties plan to begin a 60-day official negotiation process in order to reach a comprehensive final agreement regarding Iran's nuclear activities and the lifting of sanctions.

It is stated that during this process, the US's primary and secondary sanctions, as well as restrictions originating from the United Nations Security Council and the International Atomic Energy Agency, will also be addressed.

IRAN'S COMMITMENT NOT TO DEVELOP NUCLEAR WEAPONS

According to the draft, Iran will reaffirm its commitment to its obligations under the Treaty on the Non-Proliferation of Nuclear Weapons and declare that it will not develop nuclear weapons.

The text also includes provisions for the US not to deploy new military forces to the region and not to impose new sanctions on Iran while the negotiations are ongoing.
