Ukrainian male population of military age in Germany is rising rapidly

The number of men aged 18-63 who have sought refuge in Germany from Ukraine has shown a sharp increase of 58 thousand in the last 16 months. While experts attribute this surge to the relaxation of exit rules by Kyiv, discussions are underway in EU corridors regarding the cancellation of temporary protection status for Ukrainian men and subjecting them to individual asylum processes.

Ukrainian male population of military age in Germany is rising rapidly

There has been a remarkable shift in the number of Ukrainian men of military age living in Germany over the last 16-month period. Current data released by the German Federal Office for Migration and Refugees (BAMF) revealed that men aged 18-63 have begun to account for a larger share of the new wave of migrants arriving in the country due to the Russia-Ukraine war. The profile of Ukrainian refugees, which consisted predominantly of women and children in the early stages of the war, is observed to have shifted in line with recent legal decisions.

NEW REGULATION CHANGED THE COURSE OF MIGRATION

According to official BAMF data dated May 30, the total number of Ukrainian refugees in Germany has risen to 1 million 348 thousand 258. Of this population, 355 thousand 745 are men of military age. In the census conducted on March 8, 2025, the number of Ukrainians in Germany was recorded as 1 million 253 thousand 569, with the number of men aged 18-63 in this group at 297 thousand 660. The resulting picture shows that more than half of the approximately 95 thousand new refugees who arrived in Germany in the last 16 months consist of men with military obligations.

Migration experts point to the legislative change implemented by the Ukrainian government in August 2025 as the primary reason behind this radical increase. With this regulation, legal facilitation was granted for the departure of young men aged 18-22, who are subject to military service and were previously only allowed to leave the country in very exceptional circumstances. This relaxation has directly affected the demographic structure in Germany.

In the first years of the war, single-parent families and their children made up approximately 40 percent of the Ukrainian population seeking refuge in Germany. This rate corresponded to a massive level, about 5 times the average of Germany's own resident general population. However, the change in Kyiv's border policies began to break the migration structure, which was heavily weighted toward women and children, in favor of the male population.

TEMPORARY PROTECTION STATUS DEBATED IN THE EUROPEAN UNION

This male corridor heading toward Germany has also sparked a new debate in European politics. German Interior Minister Alexander Dobrindt made a radical move by bringing the issue to the table at the European Union Interior Ministers meeting held last week. Dobrindt argued that "temporary protection status" should no longer be automatically extended to Ukrainian men of military age. The German minister proposed that these individuals be forced to undergo the standard procedure of "individual asylum application" in order to remain in the country.

According to information leaked from German government sources, this move by Dobrindt received strong support from the interior ministers of many EU member states. Member countries, which are also facing similar population increases and public pressure, are looking favorably at a change in status, also taking into account Ukraine's need for soldiers on the front lines. All eyes are now on Brussels. The European Commission is expected to announce its critical decision, which will determine the fate of Ukrainian men of military age and the future of their temporary protection status, by the end of June.
