Emphasizing that the US is the only country in the world that uses regime change as a leading foreign policy tool, Columbia University Economics Professor Jeffrey Sachs included the following statements in his speech:

In other words, most countries, almost every small or medium-sized country, if they don't like another country, can either learn to live with it somehow or beg the US to destroy that country. We are a nation that makes money by overthrowing other governments. And that is a bad definition for us. The result is almost always disaster, bloodshed, and long-term instability.

Noting that the US, which builds its foreign policy on 'regime change,' carries out these actions through the intelligence agency CIA, Sachs "The CIA is also an intelligence agency; it collects and analyzes information and provides facts determined by intelligence. Although I don't want them to spy on us, I am not against this role. I believe it is necessary to provide intelligence to US authorities.
