New era in the second-hand vehicle market: Conditions have changed
Significant changes have been implemented regarding the authorization certificate requirements for motor vehicle trading. The high school diploma requirement has been abolished, and application and document update processes have been moved to a digital environment.

Within the scope of the new regulation that entered into force as of April 29, 2026, an important change has been made to the regulatory rules for businesses wishing to engage in motor land vehicle trading. The high school graduation requirement previously sought for obtaining an authorization certificate has been removed, and being a primary school graduate is now considered sufficient. With this step, the educational barrier to starting operations in the second-hand automobile sector has been reduced.
Furthermore, the new regulation emphasizes digitalization and transparency in administrative processes in the field of real estate trading as well. From now on, all changes in authorization certificates, including changes in the business name or trade name, must be reported to the system and the documents must be renewed.
DOCUMENT UPDATES ARE NOW MANDATORY
In the event of any change in the information on the businesses' authorization certificates, these must be officially "amended." These procedures apply to both firms engaged in motor land vehicle trading and those involved in real estate trading. Applications will be carried out electronically via the Ministry of Trade's digital Information System, and it is aimed for the procedures to be concluded quickly by provincial directorates.
The regulation also states that penal practices will be implemented against businesses that do not perform mandatory updates within the specified period. Thus, it is aimed to prevent incorrect or outdated information in the documents.
EDUCATIONAL BARRIER REDUCED
With the updated regulation, another change long demanded by the sector has been implemented. The high school diploma requirement, which was previously mandatory for obtaining an authorization certificate, is now a thing of the past. Now, anyone who is a primary school graduate will be able to apply for second-hand vehicle trading. With this development, it is expected that participation in the market will be facilitated and the number of tradespeople in the sector will increase.
With the new rules included in the scope, a more modern, efficient, and accessible inspection and application system is aimed for in real estate and second-hand vehicle trading. Sector representatives believe that the regulation will facilitate operations in practice and contribute to the fight against the informal economy.
