In her article titled "Şimşek's difficult test," Babacan explained why Treasury and Finance Minister Mehmet Şimşek did not grant raises to retirees and civil servants.

According to the information we obtained, Şimşek was the target of questions regarding salary increases and why no arrangements were made for retirees at these meetings. His answers were interesting:
'The economy is not the only factor in the election results. For example, we gave civil servants a very good raise, but there was no return. The Ankara example is clear. It is a city of civil servants, there are 1.5 million civil servants, but Mansur Yavaş won with 60 percent of the vote...' His assessment is not unfair. The total vote of the AKP in the entire city, including the districts, is one million 48..."

His other assessment is regarding the regulation for retirees. It is alleged that when Minister Şimşek was asked by MYK members why the necessary steps could not be taken for retirees, he said, 'To do this, Turkey would have had to borrow from abroad at an interest rate of more than 50 percent. If we did that, we would have mortgaged future generations. We could not allow this.'"
