Gazete Pencere columnist Nuray Babacan pointed to the expectation of change within the AKP, which has been fueled by the uncertainty surrounding the Ayhan Bora Kaplan case following the 'change' messages that began after the local elections were concluded.

Babacan stated, "While there are those who argue that the change President and AKP Chairman Recep Tayyip Erdoğan is alleged to be making during the congress process will be brought forward, there are also those who express that Erdoğan 'will not act under pressure and will first see the truth of the matter.' Those who claim that the change is accelerating suggest that Erdoğan will go for a 'small-scale' change in both the cabinet and the headquarters without waiting for the congress."
