2025 Investment Program announced: How will the budget be used in the new year?
According to the 2025 Investment Program published in the Official Gazette, a budget of approximately 1 trillion 444.4 billion liras has been prepared for 14,238 projects, 3,783 of which are main projects.

In the 2025 Investment Program, which bears the signature of AKP Chairman and President Recep Tayyip Erdoğan, an appropriation of approximately 1 trillion 444.4 billion liras has been allocated to a total of 14,238 projects. While 511 billion liras have been allocated to projects aimed at earthquake measures in the Investment Program, approximately 42 percent of the appropriations within this scope will be used for the health sector, 16.7 percent for housing, and 13.2 percent for transportation-communication sectors.
The Presidential Decree on the Acceptance and Implementation of the 2025 Investment Program was published in the duplicate issue of the Official Gazette.
The program included projects of institutions within the scope of the central government budget, state-owned enterprises (SOEs), institutions under privatization, revolving fund institutions, and social security institutions. Only projects of local administrations financed by external loans were included in the program.
In the preparations for the 2025 Investment Program, the basic policies and targets in the 12th Development Plan and the policies, priorities, and budget sizes in the 2025-2027 Medium-Term Program were taken into account.
By being as selective as possible in determining the projects in the Investment Program, priority was given to projects envisaged in the 12th Development Plan, projects that must be started due to earthquake risk, and projects with strong social and economic impact that need to be brought into the economy urgently.
One of the projects to be funded under the program will be the 'Hatay Historical City Area Master Plan'. Demet Parlar, who previously wrote a review on the plan in Gazete Duvar, noted the following in her article in May 2024: 'Although the Master Plan was made for all of Hatay, not just Antakya and Defne, the implementation is unfortunately limited to a pilot study with a total of 6,000 housing units, covering approximately 5 percent of the Antakya city center. Won't it be a great injustice and unfairness for those who will live there that TOKİ housing is deemed appropriate for other neighborhoods and Defne, despite the negligible cost difference in between?'
1 TRILLION 444.4 BILLION LIRAS WILL BE SPENT ON PROJECTS WITHIN THE SCOPE OF THE PROGRAM
The total amount of projects to be carried out by public institutions in the 2025 Investment Program is approximately 10,599.5 billion liras, and the total appropriation allocated to these projects was 1 trillion 444.4 billion liras.
It is envisaged that a total of 14,238 projects, 3,783 of which are main projects, will be carried out in 2025 within the scope of the program.
While 5,296 projects were completed in 2024, 5,061 new projects were included in the 2025 Investment Program. 1,364 of these projects were determined as multi-year projects, and 3,697 as projects to be completed within one year.
According to the data of the Ministry of Treasury and Finance, the budget deficit was 829.2 billion TL last December. With this data, the central government budget balance gave a total deficit of 2 trillion 106.1 billion TL in 2024
HOW MUCH BUDGET WAS ALLOCATED TO WHICH AREA?
It is planned that 70.7 percent of the 1 trillion 444.4 billion lira investment envisaged within the scope of the Investment Program in 2025 will be carried out by institutions within the scope of the central government budget, 28.1 percent by SOEs and institutions under privatization, and 1.2 percent by revolving fund institutions and social security institutions.
In the 2025 Investment Program, projects totaling 511 billion liras were included for earthquake measures. Approximately 42 percent of the 2025 appropriations within the scope of these projects were allocated to the health sector, 16.7 percent to the housing sector, and 13.2 percent to the transportation-communication sector.
In addition to the aforementioned appropriations allocated to earthquake projects, when investment-quality expenditures carried out under current transfers in the budget and other current-quality expenditures are taken into account, the total appropriation amount allocated from the central government budget for earthquake measures reaches 584 billion liras.
