4-day ban on demonstrations and marches in Diyarbakır

The Diyarbakır Governor's Office has announced that all types of activities in open areas, including gatherings, marches, press statements, hunger strikes, sit-in protests, rallies, setting up stands, erecting tents, distributing leaflets or brochures, and hanging posters or banners, are prohibited for a period of 4 days.

The statement included the following remarks:

"Regarding the 'Freedom March to Gemlik Against the -so-called- Imralı Isolation' mass action/event, which is understood to be planned in the province of Bursa, where the Imralı Prison is located, in order to bring the penal execution conditions of the terrorist leader Abdullah Öcalan to the agenda;

Information has been received that the Bursa Governor's Office has prohibited all types of activities in open and closed areas, the entry of individuals and vehicles understood to be arriving from other provinces to participate in this activity into the provincial and district administrative boundaries, and for outer districts, the exit to participate in this activity or entry into the city center, for a period of 7 days from 00:01 on November 16, 2023, to 23:59 on November 22, 2023.

Considering that there may be participation or transit from our province related to the aforementioned action or event, or that an action or event may be held in our province, and because 'public order and security could be disrupted, and ensuring the safety of life and property, personal immunity, security related to disposal, and public welfare would become difficult,' limited only to the subject of the aforementioned action or event; all types of actions in open areas such as gatherings, marches, press statements, hunger strikes, sit-in protests, rallies, setting up stands, erecting tents, distributing leaflets or brochures, and hanging posters or banners, as well as the entry and exit of vehicles, individuals, and groups wishing to participate in the aforementioned event from within our provincial and district administrative boundaries, including the gendarmerie region, or wishing to enter our provincial borders from other provinces to travel to the aforementioned event, have been prohibited for a period of 4 days from 00:01 on November 16, 2023, to 23:59 on November 19, 2023, in accordance with Articles 17 and 19 of the Law on Meetings and Demonstrations No. 2911 and Articles 11/A, B, and C of the Provincial Administration Law No. 5442."
