A question to shake up the Police Department: CHP's Murat Bakan asks: Did Ankara Police Chief Engin Dinç stay in a FETÖ house?

The CHP deputy reminded that Engin Dinç had also previously come to the agenda for failing to share intelligence regarding the Hrant Dink assassination and the October 10 Massacre.

Within the framework of appointments for the Police, Gendarmerie, and Coast Guard organizations under the umbrella of the Ministry of Interior, Ankara Provincial Police Chief Engin Dinç has retained his position.

CHP Deputy Chairman responsible for the Ministry of Interior, Murat Bakan, has brought up FETÖ allegations regarding Ankara Police Chief Engin Dinç. The CHP deputy reminded that Engin Dinç had also previously come to the agenda for failing to share intelligence regarding the Hrant Dink assassination and the October 10 Massacre.

CHP's Murat Bakan posed 9 questions, stating, “Very important appointments were made in the Police and Gendarmerie. The Gendarmerie General Commander and the Director General of Security have changed. Much has been written and drawn about all these appointments, and of course, there are things we need to say. However, I would like to ask Mr. Ali Yerlikaya a number of questions, believing that it is of vital importance for state security to investigate the allegations regarding Ankara Police Chief Engin Dinç, whose position has not changed, who is alleged to be a member of the 'Okuyucu' group of the Nur community—a claim that has not been denied to date—and who has also come to the agenda for failing to share intelligence regarding the Hrant Dink assassination and the October 10 Massacre.”

Here are Murat Bakan's questions:

“1- Is the information true that Engin Dinç stayed in the houses of Fetullahist Terrorist Organization (FETÖ) members during the one-year language training he received in the USA, where FETÖ was influential, while he held the rank of Deputy Commissioner?

2- Is the 'secret handler' (mahrem abi) of the house he stayed in an individual named Hüsrev Salmaner, who was caught in an organization house by the Ankara Police Department after being a fugitive for a long time and who is still imprisoned for FETÖ membership?

3- How many of the individuals who went to the USA for language training with Engin Dinç are still in the profession?

Has an investigation been conducted on this matter by obtaining lists from the General Directorate of Security (EGM) archives?

Or will one be conducted from now on?

4- Despite the fact that in the testimonies of organization members caught in operations against FETÖ, there are statements that the vast majority of police personnel who participated in US language courses or other training programs at that time were 'shakirts' (disciples) specially selected by the organization and showing promise, what is the reason why no such investigation has been conducted regarding Engin Dinç?

5- In which positions abroad did Engin Dinç serve for more than 6 months in subsequent years, and with whom did he stay in the same house during these duties?

6- Are his term-mate Hilmi Aslan and his junior-term colleague Ahmet Koçak among his housemates? Have these two individuals faced judicial or administrative proceedings due to FETÖ and been dismissed from the profession? Did he attend FETÖ chat meetings with these individuals during his overseas duty?

7- During the years 2013-2016, when Engin Dinç served as Head of Intelligence—a period when it is known that almost every unit of the police was controlled by FETÖ and organization members were appointed to critical positions such as the Intelligence Presidency—how many personnel he recruited into intelligence units were later dismissed from the profession due to being FETÖ members, based on findings such as their use of BYLOCK (the organization's secret communication program), testimonies of organization members, and the archive of the police's secret structure seized by the MIT?

8- With whose reference did the Head of Intelligence, who was primarily responsible for the fight against FETÖ, recruit these FETÖ members, and what security clearance did they pass through?

9- Have the allegations been investigated that during Engin Dinç's tenure, the Intelligence Presidency provided infrastructure work to Sürat Bilişim A.Ş., one of the companies of Kaynak Holding—which was one of FETÖ's companies—thereby financing the organization and handing over the state's most secret IT records to the organization?

I am not asking these questions only here; we will also ask you through the Speaker of the Grand National Assembly of Turkey by submitting a written parliamentary question, meaning we will put it on the official record.”
