ABB statement on AHBAP protocol

Ankara Metropolitan Municipality (ABB) has issued a statement regarding the Joint Service Protocol signed with the AHBAP Association within the scope of the Science and Art Campus Project. The municipality reported that the protocol was unilaterally terminated in November 2025.

In the announcement made on ABB's official social media account, it was stated that the protocol entered into force on September 26, 2022, following the unanimous approval of the Municipal Council decision dated September 16, 2022, and numbered 1812. The statement noted that documents regarding the protocol and the termination process have also been shared with the public.

The municipality cited the failure to carry out the work and procedures envisioned under the protocol, the lack of any activity implemented in the relevant area, and the failure to complete obligations despite official notifications as the grounds for termination.

"However, due to the failure to fulfill the work and procedures envisioned under the protocol, the failure of AHBAP to implement any activity in the relevant area, and the failure to fulfill obligations despite numerous official notifications made by the Ankara Metropolitan Municipality, the protocol in question was unilaterally terminated by the Ankara Metropolitan Municipality in November 2025."

The statement came after the fate of the protocol signed between the municipality and the association in previous years became a subject of debate following operations targeting the AHBAP Association. It was reported that numerous individuals, including the association's president Haluk Levent, were detained during the operations.

ABB announced information regarding the protocol's validity and termination process to the public through the documents it shared.
