Hilal Kaplan joined the TRT Board of Directors on July 14, 2021, but did not attend the meetings at the Turkish Grand National Assembly (TBMM) State Economic Enterprises (KİT) Commission where TRT's accounts were discussed. She was removed from her position by a Presidential Decree published on July 13, 2025.
According to a report by Mustafa Bildircin from Birgün, the attendance fee payments Kaplan received during her tenure at TRT drew attention. While an average monthly attendance fee of 8 thousand 934 TL was paid in 2021, Kaplan received a total of 44 thousand 674 TL during this period. In 2022, this figure rose to 166 thousand 915 TL annually. In 2023, the monthly payment increased to 23 thousand 487 TL, and Kaplan's annual attendance fee was calculated as 281 thousand 848 TL.
In 2024, attendance fee payments showed an astronomical increase, reaching 41 thousand TL per month. Kaplan's total attendance fee for this year was recorded as 492 thousand TL. Throughout her tenure, a total of approximately 985 thousand 437 TL in attendance fees was paid to Kaplan.
