While calling the department heads on the phone, Mayor Civa said, "Let's call Kadir, Mr. Kadir. What are you doing, where are you? I was going to tour Çeştepe, but I'm stuck in the snow in Hurbantepe with the car. Where did you salt? I'm stuck here, the car won't move.
