The TBMM Planning and Budget Committee discussed an omnibus bill proposal that included granting the President the authority to dismiss military personnel at the ranks of lieutenant and colonel. Taking the floor at the beginning of the committee meeting, CHP İzmir MP Rahmi Aşkın Türeli criticized the government for once again bringing regulations to Parliament that had been annulled by the Constitutional Court (AYM).
"UNCONSTITUTIONAL"
Türeli recalled that the authority for dismissal had previously been granted to the President via decree-law (KHK), but that the AYM had annulled it, stating that such authority “must be granted by law.”
Stating that granting dismissal authority to the President by law would also be incorrect, Türeli said, “14 of the 35 articles in the omnibus bill are unconstitutional. Excessive and vague powers have been granted to the President. Matters in the TSK personnel law are being left to the President's discretion. The President is being given the authority to open and close municipalities. All of these are unconstitutional. Fulfilling the AYM decision only in terms of procedure casts a shadow over the discussions here.”

According to the report by Sarp Sağkal from Cumhuriyet; Following these objections, AKP member Orhan Erdem announced that the articles in the proposal that would grant Erdoğan the authority to dismiss military personnel at the ranks of lieutenant and colonel in the gendarmerie, coast guard, and TSK would be removed and re-evaluated.
