Bahçeli remains insistent: Erdoğan gives 'right to hope' instruction to his party! 'You must explain this very well...'

MHP Chairman Devlet Bahçeli, the architect of the second reconciliation process dubbed 'Turkey without Terror,' also brought the 'right to hope' issue, which he had voiced at the very beginning of the process, to the agenda at his party's group meeting on February 3.

Bahçeli reiterated his call for the right to hope for PKK terrorist organization leader Abdullah Öcalan with the words, "Our decision is clear until Anatolia returns to peace, Öcalan to hope, the Ahmets to their positions, and Demirtaş to his home."

While the issue of the right to hope has caused debates in public opinion, those speaking in the corridors of the AKP have emerged.

ERDOĞAN'S WARNING ON THE RIGHT TO HOPE

According to a report by the pro-government newspaper Türkiye, the legal status of PKK terrorists who lay down their arms became a subject of debate following a report prepared by the Commission for National Solidarity, Brotherhood, and Democracy. It was stated that during this process, AKP Chairman and President Recep Tayyip Erdoğan gave instructions stating, "There will be no regulation specific to an individual. We must explain this very well to our citizens."

"NOT AN AMNESTY, NOT A SENTENCE REDUCTION, NOT A RELEASE"

Party sources emphasized that the debates on the right to hope were perceived in the field as an "amnesty for Öcalan," but that this did not reflect the truth. While the sources clearly stated that "no such thing will happen," they also shared the assessment that "we will see the threshold that the MIT will determine."

It was stated that a "monitoring mechanism" is planned to be established by the President in the new phase, and that the process of emptying approximately 30 caves located on the line extending from the Turkish border to the Qandil region will be followed. It was noted that security units shared information that 7 of the caves in question have already been emptied and cleared.

If concrete developments occur regarding the organization laying down its arms, the enactment of a "framework law" is on the agenda. It is stated that if it is concluded that the organization has completely laid down its arms and its existence has legally ended, changes could be made to the Execution Law, the Turkish Penal Code, and the Anti-Terror Law.

AKP staff have put on the table the option of applying the execution period at a rate of 1/2 for certain types of crimes, "excluding crimes that cause public outrage." It is stated that the regulations to be made will not mean an "amnesty," and that the observation board report and the execution judge's decision will be decisive for the execution of the sentence outside of prison.

It is recalled that the repeal of Article 107/16 of the Penal Execution Law is mandatory for PKK terrorist organization leader Abdullah Öcalan and convicts in similar situations to benefit from conditional release.
