On April 10, the DEM Party Imralı Delegation, consisting of Sırrı Süreyya Önder and Pervin Buldan, went to the Palace and visited AKP Chairman and President Recep Tayyip Erdoğan. This meeting led to comments that a 'critical threshold had been crossed' for the new peace process.

A 'PROCESS' CONTINUING WITH QUESTION MARKS

While debates on transparency continue in the public eye regarding the new peace process, which the government calls 'Terror-Free Turkey', the terrorist organization PKK recently convened its so-called congress and announced that it would announce the decisions taken in the coming days.

President Erdoğan, regarding the so-called congress, had said, "You may receive good news at any moment."

PKK ANNOUNCES DISSOLUTION DECISION

The terrorist organization PKK has made the expected announcement regarding laying down arms and dissolution.

Announcing the final declaration of the so-called congress held on May 5-7, the terrorist organization PKK announced that it has dissolved itself.

The full text of the final declaration in which the decisions taken at the so-called congress were announced is as follows:

"The process, which began with Leader Abdullah Öcalan's statement on February 27, has been successfully completed with our 12th Party Congress, which convened between May 5 and 7, in light of his multifaceted work and the perspectives he presented in various styles.

Our congress was held securely despite difficult conditions where clashes continue, air and ground attacks persist, and the siege on our areas and the KDP embargo continue. Due to security reasons, it was held simultaneously in two different areas. The 12th PKK Congress, which took place with the participation of a total of 232 delegates, discussed the Leadership, Martyrs, Veterans, the Organizational Existence of the PKK, and the Armed Struggle Method and the Construction of a Democratic Society, and took historic decisions that signify the entry into a new era for our Freedom Movement.

The Extraordinary 12th Congress of the PKK evaluated that the PKK struggle has shattered the policy of denial and annihilation against our people and has brought the Kurdish issue to the point of being resolved through democratic politics, and in this respect, the PKK has completed its historical mission. On this basis, the 12th PKK Congress took the decisions to dissolve the organizational structure of the PKK and to end the armed struggle method, with the practical process to be managed and conducted by Leader APO, and thus terminated the activities carried out under the name of PKK.

Our party, the PKK, appeared on the stage of history as the freedom movement of our people against the Kurdish denial and annihilation policy, which draws its source from the Treaty of Lausanne and the 1924 Constitution. At its birth, it experienced the effects of real socialism and, by adopting the principle of the right of nations to self-determination, carried out a legitimate and just struggle based on the strategy of armed struggle. The PKK was shaped under conditions dominated by strict Kurdish denial, the annihilation policy based on it, and genocide and assimilation policies. Starting from 1978, with the freedom struggle it waged, it aimed to have the Kurdish existence accepted and for the Kurdish issue to be seen as the fundamental reality of Turkey. As a result of the struggle it successfully waged on this basis, it realized the resurrection revolution on behalf of our people and became the symbol of the hope for freedom and the search for a dignified life for the peoples of the region.

In the conditions of the 1990s, when our resurrection revolution led to great developments for our people, the search for a political solution to the Kurdish issue by the President of the Republic of Turkey, Turgut Özal, developed. Leader APO responded to this search with the March 17, 1993 Ceasefire and started a new process. However, this new process was sabotaged as a result of the heavy effects of real socialism, the gang-like understandings imposed on our war line, and the deep state eliminating Turgut Özal and his team, insisting on the Kurdish denial and annihilation policy and escalating the war. Thousands of villages were evacuated and burned. Millions of Kurds were displaced, tens of thousands were subjected to torture and thrown into dungeons, and thousands were murdered in unsolved killings. In return, the Freedom Movement grew both quantitatively and qualitatively, and the guerrilla war spread to Kurdistan and Turkey. With the effect of the war waged by the guerrillas, the Kurdish people rose up in 'serhıldans'. Thus, war became the fundamental option for both sides. The repetition created by the mutual escalation of the war could not be overcome. Thus, Leader APO's efforts to resolve the Kurdish issue through democratic and peaceful means remained inconclusive.

The process was moved to a different stage with the international conspiracy of February 15, 1999. In this process, the Kurdish-Turkish war, which was an important target of the conspiracy, was prevented thanks to the great sacrifices and efforts of Leader APO. Despite being held in the Imralı torture and genocide system, he maintained his insistence on resolving the Kurdish issue through democratic and peaceful means. Leader APO, who has been kept under absolute isolation for 27 years, defeated the international conspiracy by fighting against the Imralı genocide system. In the struggle against the international conspiracy, he analyzed the male-dominated power-statist system and developed the democratic, ecological, and women's liberationist society paradigm. Thus, he concretized an alternative freedom system for our people, women, and oppressed humanity.

Referring to the period before the Treaty of Lausanne and the 1924 Constitution, where Kurdish-Turkish relations became problematic, Leader APO adopted the perspective of a Democratic Republic of Turkey, where the Common Homeland and the Kurdish-Turkish peoples are constituent elements, and the understanding of the Democratic Nation as the framework for the resolution of the Kurdish issue. The Kurdish rebellions that took place throughout the history of the Republic, the 1000-year historical dialectic of Kurdish-Turkish relations, and the 52-year Leadership struggle have shown that the Kurdish issue can only be resolved on the basis of a Common Homeland and Equal Citizenship. Current developments in the Middle East within the scope of the Third World War also make it inevitable to reorganize Kurdish-Turkish relations.

Our honorable people, who have participated in the Leadership and PKK march for 52 years at the cost of great sacrifices and resisted against the denial and annihilation policy and genocide and assimilation policies, will embrace the peace and democratic society process in a more conscious and organized manner. We have full faith that our people will understand the decision to dissolve the PKK and end the armed struggle method better than anyone else, and will take ownership of the tasks of the democratic struggle period on the basis of building a democratic society. It is of vital importance that our people, under the leadership of women and youth, form their own organizations in every field of life, organize on the basis of being self-sufficient with their languages, identities, and cultures, become capable of defending themselves against attacks, and build a communal democratic society with a spirit of mobilization. On this basis, we believe that Kurdish political parties, democratic organizations, and opinion leaders will fulfill their responsibilities in developing Kurdish democracy and ensuring Kurdish democratic nation-building.

Our history of freedom, which has passed with struggle and resistance, will develop more strongly with the method of democratic politics with the decisions of the 12th PKK Congress, and the future of our peoples will develop on the basis of freedom and equality. Our poor and laboring peoples, all faith groups, women and youth, workers, peasants, and all segments left outside of power will develop a common life in a democratic and fair environment by defending their rights in the peace and democratic society process.

The decision taken by our congress to dissolve the PKK and end the armed struggle method offers a strong ground for lasting peace and a democratic solution. The implementation of these decisions requires Leader APO to manage and direct the process, the recognition of the right to democratic politics, and a solid, comprehensive legal guarantee. At this stage, it is important for the Grand National Assembly of Turkey to play its role with historical responsibility. Likewise, we call on all political parties represented in the parliament, especially the government and the main opposition party, civil society organizations, religious and faith communities, democratic press organizations, opinion leaders, intellectuals, academics, artists, worker-labor unions, women's and youth organizations, and ecologist movements to take responsibility and participate in the peace and democratic society process.

With the embrace of the Peace and Democratic Society process by Turkey's left-socialist forces, revolutionary structures, organizations, and personalities, the struggle of the peoples, women, and the oppressed will gain a new level. This will mean achieving the goals of the great revolutionaries whose last words were 'Long Live the Brotherhood of Turkish and Kurdish Peoples and a Fully Independent Turkey!'.

With Democratic Society Socialism, which represents a new stage in the Peace and Democratic Society process and the struggle for socialism, the global democracy movement will develop and a fair and equal world will be formed. On this basis, we call on the democratic public, especially our friends who lead the Global Freedom Campaign, to increase international solidarity within the framework of the democratic modernity theory.

We invite international powers to see their responsibilities in the century-long genocide policies carried out against our people, not to hinder the democratic solution, and to offer their constructive contributions to the process.

Our 12th PKK Congress, which we convened upon the call of our Leadership, has declared the martyrdom of our comrades Fuat-ALİ HAYDAR KAYTAN, one of the leading cadres of our Party who was martyred on July 3, 2018, and RIZA ALTUN, who was martyred on September 25, 2019. On this basis, it has accepted Comrade Fuat-ALİ HAYDAR KAYTAN, one of the founding leading cadres of the PKK, as the symbol of 'Loyalty to the Leadership, Truth, and Sacred Life'; and Comrade RIZA ALTUN, one of the first companions of Leader APO, as the symbol of 'Freedom Companionship'. We dedicate our historic 12th Party Congress to these two great martyr comrades who have been with our Freedom Movement from the beginning and have led us with their uninterrupted struggles to this day, we reiterate our promise of success to all our struggle martyrs in their person, and we state our claim to realize the dreams of our Peace and Democracy Martyr Comrade Sırrı Süreyya Önder.
