A trustee had been appointed by the Ministry of Interior to the DEM Party-run Tunceli Municipality. It was noted that Tunceli Mayor Cevdet Konak was temporarily removed from office due to his conviction for PKK membership and an ongoing investigation into charges of spreading PKK propaganda. Tunceli Governor Bülent Tekbıyıkoğlu was appointed as the Acting Mayor of Tunceli.

Following the appointment of the trustee to the municipality, Tunceli Municipality Co-Mayor Birsen Orhan was summoned to the police station on the morning of November 24 to give a statement. After her interrogation by the prosecutor, Orhan was referred to the Duty Magistrate's Court with a request for her arrest on charges of "incitement to commit a crime" and "insulting a public official." The court released Orhan under "judicial control" conditions.
