The DEM Party delegation stated in a meeting held after their visits to the MHP and AKP as part of the new resolution process that terrorist leader Abdullah Öcalan could send a new message for Nevruz.

Justice Minister Yılmaz Tunç responded to questions regarding whether terrorist leader Abdullah Öcalan would send a new message from İmralı for Nevruz.

Tunç stated that it is not possible for him to share a video, but that he could send a letter. He also emphasized that there is no provision in the legislation for any video calls.

Tunç noted the following:

"In our Penal Execution Legislation, how convicts can meet with their relatives and how they can have contact with the outside world is subject to certain conditions. He can send a letter, he can talk on the phone. These are matters that are in the legislation. But it is out of the question for him to establish contact via a video or a live connection. He can send a letter.

Convicts can write letters, and letters can be written to convicts. There is no such request at the moment. If there is a request, it can be evaluated regarding the letter. If he is going to send a letter to celebrate Nevruz, that letter must already be in accordance with the spirit of this call, otherwise the call would have no meaning. You would be the one tearing up and discarding the call this time. Therefore, it could be a message that does not exceed these boundaries. If there is something different that goes beyond that call, it would be a statement that harms the process.

The call is primarily aimed at the terrorist organization leader's own organization to lay down arms. In the call, he says that the justifications for the issues that provided a basis for them no longer exist. He says, 'Convene your congress, dissolve the organization, and let all groups lay down their arms.' This is the call, and it is directed at the organization."

WILL ÖCALAN BE GRANTED THE RIGHT TO HOPE?

In his statement regarding whether the 'right to hope' would be applied to Öcalan, Tunç used the following words:

"The Right to Hope is not a subject that exists in our legislation or our laws. The conditional release period for convicts sentenced to aggravated life imprisonment is 30 years. Again, the conditional release period for convicts sentenced to life imprisonment is 24 years. When these years are completed, the person is released if they have good conduct in prison. If there is more than one aggravated life sentence, a different situation applies. There is an aggravated life sentence converted from the death penalty. There is a special provision in the penal execution law stating that there is no conditional release for an aggravated life sentence converted from the death penalty. Here, of course, the issue we will talk about right now is the terrorist organization dissolving itself and laying down its arms. This is what we are all focused on right now. There is no condition, no request for conditional release, or a 'right to hope' in this call. Here, there is a call from the terrorist organization leader to the organization. The addressee here is not the State, the addressee is the organization. Therefore, we will all see together how the organization will evaluate this. If it is evaluated, terrorism will end. If it is not evaluated, the fight against terrorism will continue."

Minister Tunç also made evaluations regarding the microphone that came to the agenda during the statement from İmralı. Tunç stated that a video recording was taken during terrorist leader Öcalan's message and that these images are in the possession of intelligence units.
