High-level appointments for the Police, Gendarmerie, and Coast Guard organizations were recently published in the Official Gazette and put into effect.
In this decree, where many appointments were made, Ankara Provincial Police Chief Engin Dinç retained his seat. While this situation drew attention, the FETÖ questions raised by the CHP Deputy on social media came to the fore.
Asking questions that would create an agenda from his account, the Deputy asked new questions to show that he is following up on the issue he brought to the agenda.
CHP Deputy Chairman responsible for the Ministry of Interior, Murat Bakan, shared his new questions by saying, "The questions we asked yesterday may not have been seen as sufficient. Today, I will ask more detailed questions."
Here are the Deputy's new questions to Minister of Interior Ali Yerlikaya regarding Ankara Provincial Police Chief Engin Dinç:
I am continuing my questions to Minister of Interior Mr. Ali Yerlikaya regarding Ankara Provincial Police Chief Engin Dinç.
The questions we asked yesterday may not have been seen as sufficient. Today, I will ask more detailed questions.
10- Before the July 15 Coup Attempt, during the Izmir Military Espionage Conspiracy Investigation, more than 50 warrants were written to the General Staff by the investigation prosecutor, the nature of the warrants was sent to uncover the FETÖ structure within the TSK, and there are people who witnessed the statement of General Staff Personnel Chief İlhan Talu, who was determined to have hidden information in the process leading to the coup and is a defendant in the July 15 Coup attempt and is still in custody, a few months before the coup attempt, saying, "We have agreed with Intelligence Department Head Engin Dinç, we will not respond to this request of the prosecutors." Subsequently, it was understood that almost all of the coup preparations were high-ranking people who opposed the coup, that the officials of the KOM Department of the period following the response to the warrants witnessed this statement of İlhan Talu, and that the list of FETÖ members within the TSK prepared by the Intelligence Department (İDB) was given to Lieutenant General İlhan Talu even though his FETÖ connection was known, that is, has this issue, which may mean the blocking of a critical investigation that could have prevented the coup before the July 15 Coup Attempt, been investigated in detail?
11- In the "Zindaşti Incident," which took place between drug gangs/organizations and was reflected in the public as the "War of the Barons," in the statement given as a suspect by Police Officer Güven Güzel, who worked at the Intelligence Department, on the allegation that he leaked Intelligence Department information to drug barons; "In 2013, we started a study on the activities of organized crime organizations and their connections with religious-motif organizations in Turkey. In this study, a meeting was provided with Orhan Üngan by special assignment by Engin Dinç, who was the Head of the Intelligence Department at that time. In this meeting, serious intelligence information was given to us regarding the murders and drug traffic in our country. This information was reported and entered into the intelligence archive by me," he stated,
That the Iranian-origin drug baron Zindaşti was made a secret witness in the Ergenekon Investigation with the commitment of fugitive FETÖ Prosecutor Zekeriya Öz to get him out of prison, that he made false statements to sideline two court judges (the President of the Istanbul 10th High Criminal Court and the President of the 14th High Criminal Court) along with the judicial members who arrested the Ergenekon defendants, and that he was used by Zekeriya Öz,
That in Zindaşti's HTS examinations; it was determined that he established contact 28 times with Ahmet Can, the responsible imam directed by FETÖ, between November 19, 2013 - December 18, 2013; 7 times with Osman Karakuş, Deputy Director General of Security, who was made the judicial imam; 11 times with Recep Uzunallı, the Greece imam, between January 30, 2013 and October 15, 2013; 114 times with Ali Çiçek, Chairman of the Board of Samanyolu, one of the FETÖ executives, between November 13, 2006 and July 23, 2014, and also that Zindaşti was connected between 2014-2019, the events of 2016 and beyond took place, and have the allegations that the information about the Iranian-origin Zindaşti, used by FETÖ Prosecutor Zekeriya Öz, was delayed and not transmitted to the relevant units by Police Officer Güven Güzel been investigated?
12- In August-September 2013, have the allegations that Intelligence Department personnel were enrolled in Bank Asya's individual pension system by Engin Dinç's brother, who was the IT Manager of Bank Asya, and that Intelligence Department Head Engin Dinç, who was assigned to clean the intelligence department of FETÖ after the MIT trucks crisis, had his brother work at the organization's financial institution Bank Asya and enroll personnel in individual pension been investigated?
13- Although it is known that there were telephone connections between many IT personnel and Osman Hilmi Özdil, nicknamed Kozanlı Ömer, who was the Police Imam of the FETÖ/PDY Terrorist Organization, during the period when Engin Dinç was the Head of the Intelligence Department, the fact that the connected personnel were knowingly continued to be employed in the Intelligence Department, especially despite the fact that the connection of (8) IT experts was reported to the Intelligence Department, allowing the FETÖ-connected personnel to work until the July 15 Coup attempt, in the period between December 17-25, 2013 and the July 15, 2016 Coup Attempt; it was revealed by the prosecutor's investigation that all classified data sent from the provincial units of the Intelligence Department were leaked to Fuat Avni via encrypted messages by the aforementioned IT personnel through a civilian imam named Mustafa Koçyiğit, codenamed Akif. Has the suspicion that the source of FETÖ's social media user "Fuat Avni" was the Intelligence Department and that FETÖ-connected people were employed even though they were known been investigated?
14- During the period when Engin Dinç was the Head of Intelligence, was the insurance of over 250 vehicles belonging to the Intelligence Department taken out from the Master Insurance company, which is directly connected to Osman Hilmi Özdil, nicknamed Kozanlı Ömer, who was the FETÖ imam? If it was taken out, was financial support provided to the organization by having the intelligence's vehicles insured by the FETÖ insurance company in 2014? Will an investigation be conducted on this matter?
15- When the work history of Serkan Dinçer, who was on duty at the Ankara Police Department Narcotics Branch and was arrested while leaking information to people broadcasting abroad on behalf of FETÖ, is examined, it is seen that he was brought from Trabzon province and assigned to the Intelligence unit Cyber Branch during the period when Engin Dinç was the Head of Intelligence in 2013: It is known that Serkan Dinçer was removed from Intelligence services after the treacherous coup attempt and assigned to the Diyarbakır provincial general service staff, and subsequently, while he was assigned to the Tuzluçayır police station after being appointed to Ankara province, he was assigned to the Narcotics Branch upon the instruction of Engin Dinç with the change in the Ankara Police Department. How is it explained that he found the opportunity to make all information leaks against the state from a branch that has access to protected and secret information in this way?
We will also ask you these questions with a parliamentary question. Let our questions, your answers, and what kind of attitude you take on this issue be in the state's records.
I am continuing my questions to Minister of Interior Mr. @AliYerlikaya regarding Ankara Provincial Police Chief Engin Dinç.
