Documents from CHP set to create an agenda regarding bridge privatizations: 'Assist the foreign firm'
CHP Group Deputy Chairman Murat Emir shared the ministry's 'bridge privatization' letters, which were disclosed by CHP Chairman Özgür Özel at the Kocaeli Rally today (February 21).

Emir stated that the two letters sent by the Ministry of Transport and Infrastructure in November 2025 were preparations for the privatization of the Bosphorus bridges and highways. Emir argued that first, the legal groundwork was laid to prevent compensation claims, and then a foreign consulting firm was sent to the field, which he claimed was a classic valuation process prior to privatization.
CHP's Murat Emir stated that two official letters from the Ministry of Transport and Infrastructure were preparations for the privatization of the 15 July Martyrs and Fatih Sultan Mehmet bridges, as well as the highways.
Emir noted that both documents were sent by the Ministry of Transport in November 2025.
According to the document shared by Emir, the letter dated November 17, 2025, requested that the following provision be added to new contracts to be made for highways:
"In the contracts and allocation/leasing protocols to be made hereafter for the highways operated by our General Directorate; 'In the event that a situation regarding privatization and the transfer of operating rights arises, the contract/protocol signed as a result of the tender shall automatically terminate. In the event of the automatic termination of the contract/protocol, the Contractor cannot make any claims such as performance bonds, loss of profit, etc.' I kindly request that the necessary action be taken to include this statement."
FOREIGN DELEGATION ARRIVED AFTER PRIVATIZATION LETTER
In the second letter sent by the ministry two days later (on November 19, 2025), it was reported that a foreign consulting firm would conduct a field visit to the bridges and highways.
The letter stated that maintenance-operation areas, bridges and art structures, intersections, and traffic elements on the 15 July Martyrs and FSM bridges and highways would be examined; drone footage would be taken; safe passage would be provided from emergency exit points; and technical personnel would accompany them.
It was emphasized that the documents would not be given directly to the firm but would be transmitted through the General Directorate.
The following statements were also included in that document:
"In order to determine the service quality in the face of increasing traffic density on our highways, a field visit will be conducted by our Institution through a consulting firm within the scope of consultancy services on the 15 July Martyrs and FSM Bridges and our highways operated by our Institution. During the field visit, the status of our Maintenance Operation Directorates, OHT areas, bridges and art structures, intersections, traffic elements, etc. structures and facilities, as well as maintenance/repair works will be examined; it is necessary to provide the necessary convenience for organizing information meetings, taking local drone footage, ensuring safe passage from emergency exit points to accelerate the work, etc., and to be accompanied by the technical personnel of our Regional Directorate. In the event that the firm requests documents, the necessary information will be provided verbally, and the documents will not be delivered to the consulting firm but will be forwarded to our General Directorate as soon as possible and their delivery to the firm will be ensured through our General Directorate. The work will start first with the 1st (Istanbul) and 4th (Ankara) Regional Directorates, and the work program and contact information of the consulting firm are attached. The work programs of other Regional Directorates will be shared later. It is important that the necessary sensitivity is shown regarding the issues explained above during the field visit to be organized and that no disruption is caused. I kindly request that the necessary action be taken."
Emir stated that these two letters should be evaluated together, saying that first the legal groundwork to prevent compensation claims was prepared, and then the foreign firm was sent to the field.
Emir argued that this was a classic pre-privatization valuation process and that a buyer was being sought.
Emir added the following note to the documents he shared:

The Ministry of Transport sent a letter to all regional directorates on November 17: 'If you are going to make a new contract on the highways, add this clause: if privatization occurs, the contract will automatically terminate, and you cannot claim compensation.'
Two days later, on November 19, the second letter went out:
'A foreign consulting firm is coming. They will examine the 15 July Martyrs and FSM bridges and the highways. Assist them.'
When these two letters are placed side by side, the picture is clear!

I ask once again from here, from Kocaeli, I ask Mr. Erdoğan on this blessed day of Ramadan: Answer either at iftar or tomorrow at noon, but answer this: Have you decided to give away these two bridges and the 25-year revenue of seven highways in exchange for a 5-year lease; have you decided to sell this nation's golden goose to foreigners or not? I state it from here: I will not let this nation's property be sold in this way by someone who wouldn't sell his father's property like this; I will not let it, I will not let it, I will not let it!"
