On July 26, 2023, a compensation lawsuit was filed in the US against Halkbank and Reza Zarrab by 151 people on behalf of American soldiers and their families who were killed or wounded in terrorist attacks in Syria and Afghanistan.
The plaintiffs' lawyers argued that the defendant Zarrab has gone missing in the US. The lawyers requested additional time from the court for legal procedures, including the service of process to Zarrab.
In the petition, it was stated, "Zarrab has never consented to our reaching him. He did not respond to our attempts to communicate with him, he did not accept. This is the second extension request from your court by the plaintiffs we represent."

According to a report by VOA, the lawyers stated that they are evaluating the possibility that Zarrab has multiple identities and aliases, and noted that the private investigators they hired have also failed to achieve results.
