Concerns landlords and tenants: A new era has begun

The system implemented by the Ministry of Treasury and Finance, which allows rental agreements to be prepared via the e-Government Gateway, continues to become widespread across Turkey. With the service, which is actively used in 81 provinces, the number of approved e-rental agreements has reached 21 thousand.

The first phase of the system was opened for use on November 4, 2024. At this stage, individual property owners can create agreements under the "Rental Agreement Transactions" heading on e-Government. Tenants and, if applicable, guarantors can also approve the agreement in question from their own e-Government accounts.

The second phase was initiated as of May 9. With this new step, real estate consultants who hold an authorization certificate and designated individuals can now create agreements and submit them for the approval of the parties (landlord, tenant, guarantor).

Thanks to the application, time-stamped and barcoded digital documents can be created for rental agreements. At the same time, these documents can be verified via e-Government.

PREVENTING UNAUTHORIZED INTERMEDIATION

With the second phase, only real estate consultants with an authorization certificate were allowed to act as intermediaries in rental transactions. Citizens can check the consultants' authorization certificates via e-Government; this offers a more secure transaction environment.

With this innovation, it is aimed to prevent potential grievances that both citizens and the real estate sector may encounter. While the application provides transparency in rental agreements, it also allows for the verification of property ownership. Furthermore, citizens are relieved of the obligation to physically deliver their agreements to official institutions. Thanks to digital integration, bureaucratic burdens are reduced.

To date, 20 thousand 979 rental agreements have been approved through the system. While the service is actively used all over Turkey, the interface has been designed in a user-friendly manner. Informative videos and user manuals are also available on the "Rental Agreement Transactions" screen.

A promotional video prepared to help citizens better understand the system is planned to be broadcast on television screens soon.

"WE HAVE PLACED A CITIZEN-FOCUSED SERVICE APPROACH AT THE CENTER"

Minister of Treasury and Finance Mehmet Şimşek emphasized in his statement on the subject that the "Rental Agreement Transactions" application, which is made available via the e-Government Gateway, was developed in line with a "citizen-focused service approach."

Stating that the system, created with the efforts of local software developers and entirely with internal resources, does not bring any additional financial burden to the public, Şimşek used the following expressions:

"No additional financial burden was created for the public with the service. The application was structured in such a way that citizens will not need to incur additional costs to benefit from this service. Our teams continue to work in the background to increase service quality. We are carrying out studies to expand this service to include legal entities as well. With its expanded scope, our citizens can carry out rental agreement transactions on the e-Government Gateway quickly, easily, and reliably, independent of location and without time or document costs."
