Contrary to zoning plan: Fahrettin Koca's hospital raised by three floors
Medipol, founded by former Health Minister Fahrettin Koca, has raised its hospital building in Esenler by three floors in violation of the zoning plan. According to the zoning plan, the building in question is permitted to be a maximum of six floors high.

Medipol Hospitals, founded by AKP member Fahrettin Koca, who recently resigned from his post as Minister of Health, continues to grow rapidly.
Medipol Hospital is carrying out large-scale renovations on a building in Esenler, Istanbul. In addition to the renovations, the building, which is restricted to 6 floors according to the zoning plan, is being raised by three additional floors.
THERE IS A COURT DECISION
Medipol Hospital, reached by BirGün, confirmed that they added extra floors but claimed that they had obtained permits and that there was no illegal situation. In a statement made by the AKP-run Esenler Municipality, it was stated: "The hospital construction currently underway in Esenler Fevzi Çakmak Neighborhood received a building permit with the decision of the Istanbul 7th Administrative Court dated September 26, 2019, and the decision of the Regional Administrative Court 4th Administrative Litigation Chamber numbered 2019/461."
The building in question was also on the agenda in 2018. Kemal Şahin, a CHP member of the Esenler Municipal Council at the time, had applied to the district municipality on August 5, 2018. Şahin had pointed out that an "illegal floor" was being created by constructing a steel structure on the building and had requested information.
The municipality stated that a construction modification report had been filed regarding the illegal floor on June 25, 2018, that the building had been sealed, and that legal proceedings were ongoing. The report determined that a high roof measuring 16 by 40 meters had been built on the building using steel construction materials in violation of zoning regulations.
'PRIVILEGE IS APPLIED TO MEDIPOL'
The one floor added in 2018 has now been raised to three extra floors. Former CHP Esenler District Chair and Council Member Kemal Şahin told BirGün: "A place that is 6 floors in the zoning plans has been raised to 9 floors through the judiciary. Medipol solves what it cannot solve with zoning plans through the judiciary. Medipol Hospital follows the same path in many of its constructions. For some reason, this privilege is always applied to Medipol."
