According to the '2024 Institutional Financial Status and Expectations Report' published by the General Directorate of Highways (KGM), Build-Operate-Transfer (BOT) projects imposed a significant cost on the Treasury in the first half of 2024.
The information in the report stated that a total of 36 billion 109 million 378 thousand 774 TL was paid by the Treasury to companies operating Build-Operate-Transfer (BOT) projects during the January-June 2024 period, and that these payments occurred primarily because vehicle passage guarantees could not be met.
CHP Zonguldak Deputy Deniz Yavuzyılmaz expressed in a post on his social media account that the situation has created a 'black hole' in the economy. In his post, Yavuzyılmaz stated, "In highway projects built with the AK Party-style Build-Operate-Transfer model, we have determined the size of the hole opened in the treasury due to unmet vehicle passage guarantees. The guarantee payment made by the treasury to the contracted companies in the first 6 months of 2024: 36 billion 109 million lira."
