Court of Accounts reveals deficiencies in fines for foreign vehicles on highways
The 2024 audit report of the General Directorate of Highways by the Court of Accounts has brought to light some serious implementation deficiencies on highways and roads. According to the report, toll and fine fees cannot be collected from foreign vehicles whose license plates do not contain Latin characters.

The report prepared by Court of Accounts auditors stated that vehicles entering Turkey from abroad with license plates that do not contain Latin characters cannot be identified by highway toll systems, and therefore, both toll fees and the administrative fines that should be issued cannot be added to the records. For this reason, the legal sanctions that should be applied to these vehicles have been obstructed.
During the audit, it was determined that even when vehicles exceeded the maximum weight limit, they were often only issued a fine, and the vehicles were allowed to continue on their way without the excess load being offloaded. In its assessment, the Court of Accounts pointed out that this situation stems from the inadequacy of inspection stations and the lack of sufficient police or gendarmerie support.
The report also noted that the General Directorate of Highways has not taken any administrative action regarding structures and facilities that provide unauthorized connections to highways. The uncontrolled connection of such facilities to highways both endangers traffic safety and constitutes a violation of regulations.
KGM officials announced that necessary work will be initiated and measures will be taken regarding the deficiencies identified by the Court of Accounts.
