Following the announcement regarding the terrorist organization PKK laying down its arms and disbanding, new details about the process continue to emerge.

A high-level figure from the DEM Party announced that they have proposed a tripartite structure for the PKK to lay down its arms in order to restart the resolution process. However, the official stated that the AKP has not yet taken a clear position on the process.

Speaking to Halk TV columnist İsmail Saymaz, the DEM official stated that the government is not warm to legal reforms regarding terror-related crimes. They expressed that this stance is slowing down negotiations on the mechanism for the resolution process. The official said, “The AK Party is bringing a package that will not touch political cases and political crimes. We will strongly oppose this.”

PROPOSED STRUCTURE FOR THE DISARMAMENT PROCESS: TRIPARTITE COMMISSION

Speaking to Saymaz, the DEM official stated that the structure to be formed for the terrorist organization PKK to lay down its arms should consist of the state, the PKK, and independent observers. Emphasizing that the process should be advanced legally and practically through a tripartite or neutral monitoring mechanism, the official said, “The discussion between Öcalan and the state has reached this point: The fundamental thing that needs to be done after the PKK congress is a regulation within a legal framework and the issue of practically decommissioning the weapons. A mechanism is needed for this; under the supervision of a tripartite, bipartite, or independent committee. These are being discussed. The government has not yet clarified its proposal and idea on this matter. The Kurdish movement's idea is clear. In addition to a mechanism consisting of the PKK and certain units of the state, there is a proposal for an independent committee—which could be parties, a parliamentary sub-committee, or an observer delegation—to be involved in the mechanism.”

The same official stated that the active participation of terrorist leader Abdullah Öcalan in the process is an indispensable condition for the PKK and said, “This is a condition for the congress.”

AKP AND MHP'S APPROACH TO THE RECONCILIATION PROCESS

According to the official, the MHP is looking at the restart of the reconciliation process positively, albeit cautiously, and is adopting an approach of “Whatever is necessary must be done.” On the AKP front, the situation is more complex. It is alleged that the party is acting hesitantly due to concerns about a possible loss of votes in public opinion and the fear that these regulations could also be used in cases related to FETÖ.

LEGAL REGULATION AND SENTENCE REDUCTION

The DEM Party source announced that they would strongly oppose the execution regulation, which is expected to be brought to the agenda before the holiday, if it does not cover political crimes and cases:
