DEM Party's 'Framework Law' push: We expect it to be presented to the Imralı Delegation this week

DEM PARTY'S 'FRAMEWORK LAW' PUSH: "WE EXPECT IT TO BE PRESENTED TO THE IMRALI DELEGATION THIS WEEK"

Gülistan Kılıç Koçyiğit, Deputy Group Chairperson of the Peoples' Equality and Democracy Party (DEM Party), made critical statements at a press conference held at the TBMM regarding the 'framework law' draft prepared within the scope of the 'Turkey without terrorism' process. Stating that they expect the draft law prepared by AK Party officials to be presented to the Imralı Delegation this week, Koçyiğit said, "The draft of the law must be shared with our Imralı Delegation quickly and it must absolutely be discussed and negotiated with Mr. Öcalan."

Evaluating the agenda under the roof of the Parliament, Koçyiğit leveled harsh criticisms on many issues, ranging from the legal basis of the ongoing process to the costs of the NATO Summit held in Ankara, and from the situation of political prisoners in jails to the legislative activities of the Parliament.

"THE MOST URGENT NEED: A COMPREHENSIVE FRAMEWORK LAW"

Arguing that the necessary legal steps have not been taken despite a year passing since a group of PKK members laid down their arms, Koçyiğit said that legal guarantees must be established before the Parliament goes into recess:

Legal guarantee is essential: "The most urgent need is the enactment of a comprehensive framework law that guarantees all parties to the process and places social peace on a legal foundation. A holistic law prepared with a transitional justice perspective must be enacted before the Parliament goes into recess."

Political prisoners and execution regulations: Stating that the situation in prisons must be improved, Koçyiğit called for, "Necessary legal regulations regarding the situation of political prisoners must be made rapidly, and mechanisms that will pave the way for participation in democratic political life must be established."

Öcalan's status: Emphasizing that Abdullah Öcalan is one of the primary actors of the process, the DEM Party Deputy Group Chairperson stated, "Mr. Öcalan's legal status must be reorganized in line with the needs of a democratic solution; his conditions for communication, meetings, and free work must be guaranteed."

Imralı Delegation to Hold Contacts in Ankara This Week

Responding to journalists' questions after the press conference, Koçyiğit announced that the Imralı Delegation will conduct intense diplomatic traffic with meetings to be held this week:

"Within this week, our delegation will hold many meetings with AK Party officials, the Speaker of the Parliament, and various political circles. We will announce it to the public when the schedules are finalized. Our expectation is that the AK Party will convey the draft law to our delegation in detail and as a written text this week."

Koçyiğit also added that for the process to progress more healthily, the participation and common consensus of all opposition parties, whether they have a group in Parliament or not, must be taken into account.

"They Governed Ankara Under State of Emergency Conditions Under the Pretext of the NATO Summit"

Gülistan Kılıç Koçyiğit also harshly criticized the strict security measures implemented in the city and the expenditures made due to the NATO Leaders' Summit that concluded in Ankara last week:

They turned it into an open-air prison: Claiming that Ankara was governed under virtual state of emergency conditions throughout the summit, Koçyiğit criticized human rights violations, the surrounding of members of parliament, and the obstructions in Kurtuluş Park.

4 billion lira route expenditure: Stating that approximately 4 billion lira was spent on protocol roads and facade renovations, Koçyiğit reacted to the budget planning by saying, "The issue is not an inability to provide services, but a matter of priorities. A tender of 181 million lira was made just for hanging billboards, and 17 million lira for their removal after the summit. This money is all of our money."
