Detail on 'Children Dragged into Crime' in the 11th Judicial Package: Gradual reduction is coming
The most notable heading in the 11th Judicial Package is the change in sentence reductions for children dragged into crime. In the current system, the reductions applied to the 12-15 and 15-18 age groups will be gradually reduced under the new regulation. As age increases, the reduction rate will decrease, and the criminal liability of children will be increased, especially in serious crimes.

Minister of Justice Yılmaz Tunç announced that the 11th Judicial Package will be submitted to the Grand National Assembly of Turkey (TBMM) in October with the start of the new legislative year. The package envisions harsher penalties for internet fraud, virtual betting, and virtual gambling crimes, which have shown an increase in recent years.
Minister Tunç stated that the judiciary will be equipped with more effective tools against cybercrimes targeting young people. In addition, firing into the air at weddings and military send-offs will be classified as an independent crime. Blank-firing pistols will also be evaluated within this regulation. Actions that threaten public safety, such as blocking traffic, will be punished under a separate crime heading.
REGULATION ON SENTENCE REDUCTION FOR CHILDREN
One of the prominent headings in the package is the regulation regarding "children dragged into crime." While children under 12 are not punished in the current system, sentence reductions were applied to the 12-15 and 15-18 age groups. With the new regulation, the reduction rate will decrease as age increases. Thus, the criminal liability of children will be reshaped, especially in serious crimes. It was emphasized that an amnesty regulation is not included in the package.
INNOVATIONS REGARDING CASE PROCESSES
The package, which is expected to come to the TBMM in October, contains important changes regarding case processes:
In partition suits, the first sale will be made among shareholders based on the fair market value of the immovable property.
Within the scope of the Personal Data Protection Law, lawyers' requests cannot be rejected directly; if rejected, a reasoned decision will be written.
The e-hearing application will also be valid for preliminary examination hearings.
A new fee regulation will be made for party representatives in mediation.
QR code application will become mandatory for promissory notes.
Indefinite debt lawsuits will be abolished, and the statute of limitations will be interrupted in partial lawsuits.
There will be no reversal on the grounds of jurisdiction and duty at the Court of Cassation; these issues will be resolved at the appellate stage.
