Erdoğan will continue to exercise the authority to dismiss the CBRT Governor

The DMM issued a statement regarding the claim that "the Constitutional Court has revoked Erdoğan's authority to appoint the Central Bank Governor and rectors." 

The statement made by the Center for Combating Disinformation included the following:

"The claim appearing in some media outlets that 'the Constitutional Court has revoked President Erdoğan's authority to appoint the Central Bank Governor and rectors' is not true.

The Constitutional Court has reached a decision on the application filed for the annulment of Decree-Law (KHK) No. 703. While the High Court rejected the request for the annulment of the entire regulation, it decided to annul some provisions contained within the regulation. The aforementioned Decree-Law contained regulations regarding 2375 provisions.

In its decision, the Constitutional Court issued annulment rulings for only some of these provisions. The annulment decisions regarding the appointments of rectors and the Central Bank Governor, which have resonated with the public, are based on the reasoning that 'they should be regulated by law, not by a Decree-Law.' Therefore, there is no annulment in terms of substance. The Court has decided that the decisions will enter into force 12 months from today. Consequently, there is no change regarding current practices.

The Presidential Decree on Appointment Procedures for Senior Public Administrators and Public Institutions and Organizations remains in effect. Rector appointments are already made by the President in accordance with Article 130 of the Constitution of the Republic of Turkey and Article 13 of the Higher Education Law No. 2547."
