Expert preliminary report released: Negligence by Gdz Elektrik and İZSU outlined
A preliminary expert report has been released regarding the tragedy in İzmir where two people lost their lives after being electrocuted on the street. According to the report, it was determined that the Gdz Elektrik cables were not at the required depth and that İZSU had removed the protective conduit.

Detention warrants were issued for 9 İZSU employees, including a department head, and 20 Gdz Elektrik employees and officials, following the deaths of Özge Ceren Deniz and İnanç Öktemay, who were electrocuted while trying to take shelter from a downpour in Konak, İzmir.
While 15 of the detained individuals, including İZSU Sewerage Department Head B.K., Gdz Elektrik Aegean Regional Manager and Operations Officer A.S., and operations manager K.A.F., were taken to the homicide bureau, the preliminary report prepared as a result of the expert examination into the incident has also emerged.

In the report, which includes technical details regarding the expert examination that lists the negligence of Gdz Elektrik and İZSU, it was stated that a cable belonging to a supply circuit was trapped under a rainwater drainage grate and its insulation was damaged, and that a phase-to-ground fault in this section caused the deaths.
The report emphasized that the cables belonging to the supply circuits were at a depth of 36 to 45 centimeters from the ground, and that at the point of contact, this depth decreased to 15 centimeters, reaching almost the same level as the thickness of the grate. It was noted that according to the relevant regulations, this depth should normally be 60 to 80 centimeters.
The report included the following statements: "At the point where the cable depth drops to 15 centimeters, the factor causing such a shallow burial depth is the white drainage pipe passed adjacent to the manhole cover, which pushes the cables up toward the cover, and the fact that the cable protective conduit was removed in this section. We are of the opinion that this situation, which is a result of İZSU's practices, is one of the primary causes of the accident. It has been concluded that the fact that the cables were buried at a depth between 36 and 45 centimeters is one of the primary causes of the accident and is a result of Gdz Elektrik's practices. Consequently, it is concluded that both institutions were negligent."
