Full report on the process has been published

The report of the Commission on National Solidarity, Brotherhood, and Democracy, established within the scope of the resolution process in the Grand National Assembly of Turkey (TBMM), has been published on the TBMM's website.

The report, which was accepted with 47 votes in favor, 2 against, and 1 abstention, can be accessed via tbmm.gov.tr. The 107-page report begins with an introduction by TBMM Speaker Numan Kurtulmuş.

• Proceeding from the fact that the issue is multi-layered and multi-faceted, beyond being limited to a security-related area, a permanent solution depends on the elimination of root causes.

• It is acknowledged that not only our Kurdish citizens in our country but also Kurds living outside our borders have a bond of affection toward Turkey. The result of our common history, culture, and civilization claim is inevitably our will for a common future based on peace and mutual interests.

• The historical roots of Turkish-Kurdish brotherhood have a continuity that does not fit into molds.

• Turks and Kurds are the owners of the same geography, citizens of the same country, members of the same faith, heirs to the same civilization and culture, and brotherly peoples who share a common destiny and have existed together.

• The concept at the center of historical continuity is the law of brotherhood. This approach aims for a social balance that does not open the door to discourses that turn differences into reasons for conflict; on the contrary, it accepts differences as the richness of a common life.

• The experience of living together, shared joys, and sorrows will not remain in the past in our social memory. They will be the strongest possibility and foundation for our common future.

OUR COMMON PAST IS THE COMPASS FOR OUR COMMON FUTURE

• Our goal of a common future will produce a long-term direction that strengthens the bond of citizenship, makes social integration permanent, and allows for the healing of wounds opened by terrorism.

AREAS OF CONSENSUS OF THOSE HEARD BY THE COMMISSION

• Content analysis findings based on the minutes confirm the existence of a strong common ground that brings together different segments of society regarding the establishment of lasting peace through the laying down of arms. This common ground shows that different segments unite around the law of brotherhood and the approach of transforming shared pain into shared hope and a vision for the future under the will to live together.

• The importance of the international and regional dimension stands out as a complementary element of the common ground, with the perspective of supporting regional stability through the strengthening of internal peace and increasing Turkey's political weight in the search for global justice.

THE DISSOLUTION OF THE PKK AND LAYING DOWN OF ARMS

• The detection of dissolution and laying down of arms by intelligence and security units, including situations outside our borders, is not an area limited to public statements. It is obvious that statements will gain meaning through follow-up and verification.

• The detection of laying down of arms by intelligence and security units will be carried out with measurable criteria. This detection will be supported by verification processes in the field, ensuring predictability in terms of public order. The detection of the situation outside our borders is a necessity that completes the security roadmap.

• Administrative and legal regulations regarding the post-detection period require a framework that will close the gaps that the regulations may create.

• The acceleration of steps taken toward dissolution and laying down of arms requires that legal regulations be implemented with similar speed, clarity, and predictability.

• Harmony with society is one of the difficult but indispensable areas of solution-based politics.

• The silencing of weapons will not mean that vulnerabilities will heal on their own. The reintegration into society of those who transition to a disarmed period should be targeted.

• From the very beginning, an approach based on protecting "the honor of the Kurd and the pride of the Turk" has been adopted.

• Because we know that; a language that does not protect the honor of the Kurd and a discourse that ignores the pride of the Turk will not lead to peace, but to new fractures. Our goal is not just to unite on the lowest common denominators, but to strengthen the maximum foundation of living together.

• Without ignoring the reality of terrorism, which deeply affects the collective conscience, the basis is to respond to the reasonable demands of all segments of society.
