CHP Chairman Özgür Özel shared striking documents regarding the 'IMM exchange' allegations during a press conference held at his party's headquarters.

According to reports by Halk TV, Murat Kapki, who is currently detained at the Tekirdağ No. 1 F-Type High-Security Prison, made serious accusations against Mücahit Birinci, a lawyer and former member of the AKP's Central Decision and Executive Board (MKYK), in an application that reached the prosecutor's office on August 12, 2025.

In his handwritten petition, Kapki stated that Birinci visited him in prison and pressured him to provide a completely fabricated, slanderous statement against CHP Chairman Özgür Özel and Istanbul Metropolitan Municipality (IMM) Mayor Ekrem İmamoğlu in exchange for 2 million US dollars.

“GIVE POWER OF ATTORNEY” MESSAGE BEFORE THE VISIT

Kapki used the following statement in his petition: “On July 31, 2025, Lawyer Mücahit Birinci came to visit me. He had previously sent word saying, ‘If you issue a power of attorney, I will handle your case.’” Kapki stated that he had granted power of attorney to Birinci at the Muratlı Notary on July 29, 2025, before the meeting, but revoked this power of attorney (azilname) through a notary on August 5, 2025, following the events that transpired.

THE “FABRICATED STATEMENT” PLACED ON THE TABLE

According to Kapki's account, Mücahit Birinci brought a 1.5-page computer printout to the prison visit. This text contained completely fabricated allegations that Kapki was expected to relay to the prosecutor as if he had seen or heard them:

Hotel Meeting Allegation: That they met with Murat Ongun at a hotel, where Hüseyin Köksal, Emrah Bağdatlı, and Fatih Keleş were also present; and that it was discussed that the money collected from the tenders would be used for İmamoğlu's political propaganda and the CHP general assembly. (The name of the hotel, the date, and the time were left blank.)

Allegation of Özel's Knowledge: That Murat Ongun told Hüseyin Köksal and Emrah Bağdatlı that CHP Chairman Özgür Özel was aware of the use of the money coming from the tenders; and that Kapki heard this from Hüseyin Köksal.

Rome Trip Allegation: That during the Rome trip, Murat Ongun and Fatih Keleş said, “We both inflated the accounts and greased the palms of the journalists,” and that İmamoğlu replied, “You did well, they are all hungry dogs, feed them from time to time.”

Judiciary Connection Allegation: That when it was heard that there would be an operation against the IMM, Murat Ongun said, “Lawyer Mehmet Pehlivan will solve those matters, half of Çağlayan is in his hands.”

“ŞENER, UĞUR, AND KÜÇÜK ARE MINE”

Kapki emphasized in his petition that he refused to sign these statements. However, he described Birinci's persistence with these words: “You will surrender yourself to me for a week, you will not ask any questions, think Machiavellian, everything is permissible to get out.”

According to Kapki's claim, Birinci not only wanted him to accept the slander but also demanded that he pay 2 million US dollars. In return, he said, “I will handle this, I will have media support.” Kapki stated that he told Birinci at this point, “Fuat Uğur, Cem Küçük, and Nedim Şener are writing lies about me,” and that Birinci replied, “They are all mine, don't worry, I will handle it.”

“YOUR CHOICE”

Kapki stated in his petition that when he said he would not accept the slander, Birinci stood up, shook his hand, and said, “Your choice” as he headed for the door.

CRIMINAL COMPLAINT BY HIS LAWYER

Murat Kapki's lawyer filed a criminal complaint with the Tekirdağ Chief Public Prosecutor's Office, attaching the petition written by his client in his own handwriting.
