In her article titled "It's an amnesty, plain and simple," Babacan pointed out that the scope of the regulation known as the Covid Law—which previously benefited those whose 'sentences had been finalized' as of July 31, 2023—is being expanded. She indicated that a new regulation will now allow all crimes committed before this date to be covered by the amnesty, regardless of whether the sentence has been finalized, and stated that the release of at least 100,000 people is being discussed.

The system works as follows: prisoners who have served two-thirds of their given sentence are transferred from closed prisons to open prisons after a certain period, and are then released from there.
