Kalkan recalled that the organization's ringleader, Abdullah Öcalan, defined the second phase as "taking legal steps for the resolution of problems and enacting laws for democratic integration."

In his statement, Kalkan claimed that "Öcalan's situation must be changed" for the process to progress, adding, "Outside the success of this process, there is no free and democratic future for the Kurds or for Turkey."

Referring to statements from the AKP and MHP wings, Kalkan assessed, "The MHP and AKP leadership made positive statements and expressed satisfaction in response to what we did. That is very good, but as always... It is just that. There is no practice."

The terrorist Kalkan also claimed that the commission established in Parliament has "remained ineffective." Stating that the commission has not met with Öcalan, Kalkan expressed that the process is "not a choice, but a necessity."
