SUSPICIOUS TENDER FROM IMM

The tender titled "Promotion and Media Work for Investment Organizations," opened by the IMM Information Technology Department on October 30, 2018, was awarded to Medya A.Ş., an IMM subsidiary, for a price of 26 million 585 thousand TL. However, a report prepared by IMM inspectors on November 9, 2020, identified serious irregularities in the tender process. The report determined that a significant portion of the payment made was carried out in violation of the tender specifications, resulting in a total public loss of 15 million 450 thousand TL.

The loss, calculated according to the exchange rate at that time, reaches approximately 71 million 700 thousand TL in today's value.

STRIKING DETAILS IN THE TENDER REPORT

In the "Referral Report" prepared by IMM inspectors and submitted to the Istanbul Chief Public Prosecutor's Office on December 2, 2020, it is stated that 9 companies acting as subcontractors in the tender did not provide services in accordance with the contract. The report also states that the then-Deputy Secretary General of the IMM, Adil Karaismailoğlu, and other IMM officials bear responsibility.

The most striking of these companies is İnfoloji Teknoloji ve İnovasyon A.Ş., founded in 2016 by Muhammed Attila Sevim. Sevim is known as the husband of the niece of the then-Minister of Treasury and Finance, Nureddin Nebati.

NAME OF THE TENDER-WINNING COMPANY CHANGED

İnfoloji Teknoloji ve İnovasyon A.Ş., which was involved in the tender, changed its company name to "Manastır Etkinlik Tasarım ve Yazılım Hizmetleri A.Ş." on July 26, 2019, following the Istanbul Metropolitan Municipality elections held on June 23, 2019.

According to Public Procurement Authority data, İnfoloji Kurumsal Danışmanlık Hizmetleri Ltd. Şti., founded by the same person in 2012, received a total of 32 tenders from the IMM and its affiliates between 2013 and 2019.

The last tender İnfoloji Kurumsal received from the IMM was dated March 22, 2019, and was conducted just 9 days before the municipal elections. Following the local elections on March 31, 2019, Ekrem İmamoğlu was able to receive his certificate of election on April 17, 2019, due to objections made by the AKP. However, during this process, a new contract was signed with the İnfoloji firm on April 12, 2019.

PROSECUTOR'S OFFICE DECIDED NO PROSECUTION NECESSARY

Following the criminal complaint filed by the IMM in 2020, the Istanbul Chief Public Prosecutor's Office sent a letter to the IMM on April 24, 2024, stating that it had decided there was no need for prosecution as a result of the investigation.

WHO IS MUHAMMED ATİLLA SEVİM?

Muhammed Attila Sevim was born in Elazığ in 1986. In 2005, he was admitted to the Industrial Engineering department at Yıldız Technical University. Attila Sevim, who founded various companies and partnerships, completed his Master's degree in the Department of Business Administration at the Yıldız Technical University Institute of Social Sciences in 2014. Sevim's thesis advisor was Asst. Prof. Dr. Hayri Baraçlı. Sevim's companies received many tenders from the IMM and its affiliates, and during the period when Sevim was writing his thesis, Baraçlı was the General Manager of IETT and the Secretary General of the IMM. Baraçlı was appointed as the Secretary General of Kocaeli Metropolitan Municipality last year.

In 2020, Attila Sevim married Emine Ceylan Nebati, the niece of former Minister of Treasury and Finance Nureddin Nebati. The wedding, officiated by Fatih Mayor Ergün Turan, was attended by former Deputy Secretary General of the IMM and former Minister of Transport and Infrastructure, AKP Trabzon MP Adil Karaismailoğlu, as well as Nurettin Nebati.
