Tender favor for İbrahim Hacıosmanoğlu: When the project couldn't be completed...

ATR Yapı, owned by Turkish Football Federation (TFF) President İbrahim Hacıosmanoğlu, has become one of the companies undertaking one of the state's largest hospital projects.

The company won the Sakarya City Hospital tender in 2021, but when it failed to complete the project, it was awarded the completion tender at a price 4 times higher.

FIRST TENDER 1.2 BILLION, COMPLETION TENDER 4.8 BILLION LIRAS

A tender was opened on July 13, 2021, for the 1,000-bed city hospital being built on a 300-acre plot in Adapazarı, Sakarya. ATR Yapı won the tender with a bid of 1 billion 248 million 61 thousand liras. However, the project, which was supposed to be completed in 2 years according to the contract, could not be finished on time.

Following this, the Ministry of Health opened a new tender on December 13, 2024, to complete the project. ATR Yapı won this tender as well, in which 5 firms participated. This time, the contract value was 4 billion 825 million liras.

According to the report by Sözcü, both tenders were conducted using the 'Bargaining 21 B' method, which draws criticism for not using public resources transparently and carries the potential of being awarded directly to pre-determined firms.

OTHER BILLION-LIRA TENDERS AWARDED TO HACIOSMANOĞLU'S COMPANY

The Sakarya City Hospital tender is not the only major public tender ATR Yapı has received recently. The company has signed multi-billion lira contracts for various other projects:
