'Terror-Free Turkey' commission to be established in Parliament: Here are all the details about the commission to be formed...

Following MHP Chairman Devlet Bahçeli's call for a "terror-free Turkey," a special commission is being established in Parliament to contribute to the resolution process. According to information from AKP backchannels, the commission will not function as a legislative body. Its primary mission will be to create a comprehensive policy text containing proposals that will contribute to the resolution of the issue.

According to the report by Gerçek Gündem, AKP officials stated, "No legislation will emerge from this commission, but proposals for administrative and legal regulations aimed at resolving the issue will be put forward." The commission will analyze problems in the social, economic, and political spheres regarding the fight against terrorism and present its solution proposals to Parliament and the public.

THEY WILL HEAD TO THE FIELD DURING THE SUMMER MONTHS

Even though Parliament will enter its summer recess, the commission will not pause its work. According to AK Party officials, field visits, meetings with experts and NGO representatives, provincial tours, and meetings will continue throughout the summer. Thus, the commission will have an active structure that continues its search for solutions not only from Ankara but also in the field.

NUMBER OF MEMBERS WILL BE LIMITED TO 35

To ensure the effectiveness and efficiency of the commission, the number of members will be limited to 35. In evaluations made within the AKP, the prevailing view is that the participation of more members would complicate decision-making processes and slow down the work. For this reason, it is stated that a limited but highly representative structure is preferred.

It is planned that all political parties with groups in Parliament will be represented in the commission. It is considered that representation ratios will be shaped according to the number of seats parties hold in Parliament. It is on the agenda to allocate one quota each to parties without groups, and to determine independent deputies through a lottery method.

A remarkable system will also be established for the internal functioning of the commission. A "simple majority" (i.e., one more than half) will be sufficient for decisions to be taken. However, a "qualified majority" will be required for the adoption of proposals and reports to be presented to the public. In this way, a culture of consensus will be prioritized, and a broad agreement will be aimed for.

COORDINATION WILL BE WITH THE PARLIAMENT SPEAKER

The responsibility for the organization and execution of the commission will be given to Parliament Speaker Numan Kurtulmuş. All political parties have been asked to submit their written opinions regarding the commission's structure and working principles to the Speaker's Office by the beginning of next week.

Additionally, each party is expected to appoint a "Coordinator Group Deputy Chairman" to follow the process.
