The roadmap for the new peace process has become clear! What happens next?

In the new resolution process, which was architected by MHP leader Devlet Bahçeli and named "Terror-Free Turkey" by the government, a group of PKK terrorists laid down their arms in a symbolic 'ceremony'.

While public debate continues regarding the transparency of the process, there is also curiosity about what will happen in the next stage.

According to a report by Besti Karalar from Ekonomim, the laying down of arms by the PKK terrorist organization will continue region by region. It has been learned that the caves used by the terrorists as living spaces will be destroyed and their entrances sealed after they are identified.

IT WILL START WITH METINA AND HAKURK FIRST

In the first stage, the implementation will begin in the Metina and Hakurk regions, located 30-35 kilometers from the Turkish border. Terrorists hiding in the caves in these regions will surrender their weapons.

WHAT WILL HAPPEN TO THE WEAPONS SURRENDERED BY THE TERRORISTS?

After the weapons are surrendered, the Turkish Armed Forces (TSK) will record them and destroy them directly. They will not be put into use. Assessments suggest that heavy weapons of US origin are not in the organization's possession and have most likely been reclaimed. Although the process is compared to the disarmament process conducted by the UK with the IRA, it is noted that there are more comprehensive and different conditions here. In the IRA example, disarmament lasted 7-8 years and the number of people involved was limited. In the case of the PKK, there are many high-capacity weapons, which leads to discussions of different methods.

As the terrorists leave the caves and withdraw to the countryside, the areas they occupied will be cleared. The identified caves will be destroyed and closed to use.

Cleaning will first be carried out in the Haftanin, Hakurk, and Metina regions. It is known that groups of 500 to 1,000 people live in these caves. These structures will be evacuated, the terrorists will move to the countryside, and the weapons will be handed over to security forces.

SECOND STAGE: GARA REGION

The second line to be followed will be Gara. It is estimated that there are approximately 128 villages in this region. After the activities in the region are completed, a detailed sweep will be conducted inside, and then the caves will be bombed, their entrances closed, and permanently sealed.

THIRD STAGE: QANDIL LINE

In the third stage, the focus will shift to Qandil. In Qandil, which contains both camp areas and villages, members of the terrorist organization who have not committed crimes will be granted the right to reintegrate into society. It will also be possible for these individuals to return to Turkey.

The disarmament process will be verified based on information obtained from the field. It will be a prerequisite that those who surrender have not been involved in crimes. After this stage, the legal regulation process will begin.

LEGAL GROUNDWORK WILL BE PREPARED IN PARLIAMENT

While the disarmament process continues, a special commission to be established in the Grand National Assembly of Turkey (TBMM) will begin work on legal regulations regarding the matter.

WILL THE SO-CALLED LEADERSHIP CADRE RETURN TO TURKEY?

The return of the terrorist organization's leadership cadre to Turkey will not be on the agenda. However, individuals in the lower ranks who are not direct members of the organization, who have received training but have not been involved in crimes, will be able to return to Turkey. Organization members will be excluded from this scope.

TEMPORARY ARTICLES WILL BE ADDED TO THE TCK

Within the scope of legal regulations, new definitions will be included in the Turkish Penal Code (TCK) through temporary articles. A special framework will be created covering organizations that lay down their arms and dissolve themselves. This framework will be prepared in a way that does not create vulnerabilities in the fight against terrorism, taking into account the ongoing threats from terrorist organizations such as DAESH, DHKP-C, and FETÖ.

THREE-STAGE SYSTEM: DISSOLUTION, MONITORING, VERIFICATION

The process will operate through steps of the organization dissolving itself, monitoring the situation on the ground, and verification.

A legal definition different from the current effective repentance laws will be created. For those who declare they have laid down their arms, verification of this situation in the field will be mandatory.

Only after these conditions are met will it be possible for the relevant individuals to benefit from the regulations.

Regulations will be included in both penal and execution laws.

THERE ARE 6 THOUSAND PKK MEMBERS IN PRISONS

It is stated that there are currently approximately 6 thousand PKK terrorists in prisons.

THEY WILL BE TRIED FOR THE CRIMES THEY COMMITTED, NOT FOR TERRORIST ORGANIZATION MEMBERSHIP

Those returning to Turkey who have been involved in actions will be tried for the crimes they committed, not for membership in a terrorist organization. For those who have not been involved in crimes, rehabilitation and social integration projects will be implemented.

At this point, many ministries will be involved. Through education and vocational training courses, these individuals will be integrated into society.
