After a video message from terrorist leader Öcalan, a group of PKK terrorists laid down their arms and set them on fire in a symbolic 'ceremony' in Sulaymaniyah. AKP Chairman and President Recep Tayyip Erdoğan also announced in his speech yesterday at his party's camp in Kızılcahamam, following the images of the PKK terrorist organization laying down its arms, that they would carry out the process together with the AKP, MHP, and DEM Party.
All eyes are now turned to what will happen in the next stage of the new peace process. According to reports by Sözcü, a roadmap has been planned for the process. According to what is being discussed in Ankara's political circles, the planned roadmap is taking shape step by step.
While it is known that the PKK terrorist organization still possesses heavy weapons such as mortars and anti-aircraft guns, a detailed plan is required for a transformation that would completely convert the organization's armed camps into civilian residential areas. In this process, it is considered vital for the credibility of the process that the HPG, an extension of the PKK terrorist organization, also lays down and surrenders all its weapons.
"RIGHT TO HOPE" AND İMRALI DISCUSSIONS
One of the most discussed topics in the process is the "Right to Hope," which envisions the release of prisoners serving aggravated life sentences under certain conditions. This proposal, which includes evaluating the individual situations of those who have spent at least 25 years in prison, also brings options such as continuing the sentence under house arrest to the agenda. In this context, a regulation is being considered that would provide flexibility in the prison conditions of the baby-killer and terrorist leader Abdullah Öcalan in İmralı, allowing him to receive more visitors. For those serving sentences of less than 25 years, sentence reduction options are being discussed; this regulation is expected to cover not only PKK terrorists but also those convicted of other crimes.
CLAIMS OF A "COVERT AMNESTY" FOR ORGANIZATION MEMBERS IN IRAQ
Two different routes are being discussed for approximately 3,500 militants who are Turkish citizens and are currently in PKK camps in Northern Iraq: either returning to Turkey or going abroad. At this stage, a solution in the nature of a covert amnesty is being considered.
SDG FORMULA FOR TERRORISTS IN SYRIA
It is being considered that organization members of Syrian nationality be integrated into the SDF (Syrian Democratic Forces). However, information that the SDF does not want foreign fighters within its ranks is also being voiced in political circles. On the other hand, the possibility of organization members of Iranian and Iraqi origin transitioning to civilian life or joining Peshmerga forces is also being evaluated.
CONSTITUTIONAL AMENDMENT AND THE FORMULA FOR ERDOĞAN'S THIRD TERM
If the organization's self-dissolution and disarmament process continues without any setbacks, it seems that the agenda of politics will then be constitutional amendment. The total number of deputies from the AKP, MHP, DEM Party, and HÜDAPAR reaches 379; this number exceeds the 360 deputies required for a constitutional amendment via referendum. If 400 votes can be gathered, the amendment is possible even without a referendum.
In this context, the possibility of relaxing the 50+1 percent vote requirement sought in the Presidential election, along with a regulation that would allow President Erdoğan to be a candidate for a third time, is also on the table. If a constitutional amendment is not made, the Turkish Grand National Assembly (TBMM) must take an early election decision for Erdoğan to be a candidate again. For this decision, the votes of at least 360 deputies are required. It is emphasized that the DEM Party could play a key role in this process.
