Giving money to beggars banned in Eskişehir by Governor's Office decree

A 'General Order' signed by Eskişehir Governor Hüseyin Aksoy has been published on the Governor's Office website. The decision announces that giving money to children or disabled individuals being used for begging is now prohibited. 

"CRIMINAL SANCTIONS WILL BE APPLIED"

The decision included the following statements:

"It has been decided to prohibit the use of streets, avenues, squares, parks and gardens, train stations, parking lots, bus stops, historical and cultural sites, places of worship, abandoned buildings, construction sites, bank ATMs, underpasses, and similar locations as shelters; the employment or exploitation of minors under the age of 18 in public transport vehicles such as trains and buses, in cemeteries, wedding halls, entertainment venues such as bars, clubs, and discotheques, in public spaces, on sidewalks, in active traffic, at intersections, at traffic lights, and similar locations; the purchase of any goods or items (tissues, band-aids, flowers, water, etc.) by our citizens from individuals who exploit the desire of our citizens to help those in need and their sense of compassion, or from children and disabled individuals employed for this purpose; the giving of money to people begging or to children or disabled individuals being used for begging; and the employment of children—even if accompanied by a parent or guardian—in the collection of recyclable materials such as paper, plastic, glass, and metal from trash or streets, or their presence with parents engaged in this work. It has been decided that criminal sanctions will be applied to those who act in violation of this decision, in accordance with Article 66 of the Provincial Administration Law No. 5442 and Article 32 of the Misdemeanor Law No. 5326."
