IMM investigation: Murat Kapki's third statement includes allegations against Murat Ongun and İmamoğlu
The third statement given by businessman Murat Kapki, who benefited from effective remorse after being arrested in the investigation into the Istanbul Metropolitan Municipality (IMM), has been obtained. In his statement, Kapki said, "Murat Ongun said to the group, 'We smuggled Emrah Bağdatlı abroad; I wish we had gone too, are we stupid?'"

Businessman Murat Kapki, who was arrested as part of the investigation, has given his third statement by benefiting from effective remorse.
MURAT ONGUN ALLEGATION
In his statement, suspect Kapki said, "During Ramadan feasts, Murat Ongun would ask me and some other companies like mine to send money to the Kültür A.Ş. account or to send market cards in order to purchase market cards through Kültür A.Ş. As BVA, I would send around 500 thousand liras to the Kültür A.Ş. account annually. After being arrested within the scope of this investigation file, while we were being transferred to prison on the bus, Murat Ongun said to the group, 'We smuggled Emrah Bağdatlı abroad; I wish we had gone too, are we stupid?'
Emrah Bağdatlı launders the illicit gains he obtains from jobs he receives directly or indirectly from the municipality through the method of fake invoicing. This matter will already be revealed during the tax audit. Emrah Bağdatlı, who is currently a fugitive, confirmed in a tweet he posted after my statement that my relationship with Murat Ongun was not good and that we did not like each other. I also want this tweet to be included in the file."
Stating that they had received the technical specifications to submit a bid for the outdoor advertising tender held by the Beşiktaş Municipality at the end of 2024, Kapki said, "One day before the tender date, Beşiktaş Deputy Mayor Ozan İş (a suspect within the scope of the investigation into the Aziz İhsan Aktaş criminal organization) called me and asked me not to participate in the tender. When I asked why, he said they would award the tender to BELTAŞ, so I should not submit a bid.
I asked him, 'Are you setting me up?' He told me that he would call all the companies one by one and tell them not to submit bids. I called a few companies that were preparing bids and confirmed that Ozan İş had called them as well, and no company participated in the tender; it was given to BELTAŞ. The purpose here is to obtain illicit gains by giving these advertising spaces to whomever they wish, in whatever way they wish, through BELTAŞ."
"İNAN GÜNEY IS, SO TO SPEAK, EKREM İMAMOĞLU'S MAN"
In the continuation of his statement, Kapki said the following:
"Beyoğlu Mayor İnan Güney was previously the general manager of BELTAŞ, an affiliate of the Beşiktaş Municipality. Although he is currently the mayor of Beyoğlu, he is still effectively authorized and influential in the Beşiktaş Municipality and BELTAŞ. He organizes matters related to advertising spaces. Serkan Ö., who is a suspect within the scope of the file, is a very close friend of İnan Güney and is also his treasurer.
He gives these advertising spaces to other companies through Serkan. İnan Güney is also in the SYSTEM mentioned within the scope of the file and which I had heard about from Hüseyin Köksal in my previous statement. İnan Güney is a name very close to Ekrem İmamoğlu. So to speak, he is Ekrem İmamoğlu's man. It is known that İnan Güney obtains very high amounts of illicit gains in the outdoor advertising sector."
