Incident in Elazığ goes down in history of justice: Entered from outside at night, shot the inmate
An individual who infiltrated the Elazığ Open Prison from the outside wounded 20-year-old inmate Murat Bulut in the ward with a handgun. A statement regarding the incident was issued by the General Directorate of Prisons and Detention Houses (CTE).

Musa Orhan, who entered the Elazığ Open Prison from the outside by cutting the wire fences, covered his face with a mask and entered the wards.
Orhan shot 20-year-old Murat Bulut, who was staying there, with a handgun. He then fled the prison area with his accomplices who were waiting for him outside the wire fence.
According to the report by Saygı Öztürk from Sözcü, 5 people, each with a separate criminal record, arrived near the prison around 00:20 in a minibus.
Sharing information provided by a ministry official, Öztürk described the incident by saying, “The event is as follows: At midnight, 24-year-old Musa Orhan, who has 15 criminal records; 19-year-old Muhammed Ali Çelik, who has two criminal records; 29-year-old Murat Ünalan, who has a staggering 63 criminal records; 23-year-old Eren Can Yabancı, who has 41 criminal records; and 49-year-old Fethi Çınar, who has 4 criminal records, arrive in front of the prison in a minibus operating on a city line that was not scheduled for service on the day of the incident. One of the individuals cuts the wire fence and enters the prison yard. From there, he manages to enter the B-5 ward. Shortly after, gunshots ring out in the B-5 ward. 20-year-old Murat Bulut, one of the inmates in the open prison who has 30 separate criminal records, is left covered in blood."

Stating that an investigation has been launched following the incident, Öztürk said, "Fethi Çınar, Muhammet Ali Çelik, and Murat Ünalan were caught and taken into custody regarding the incident. Fugitive suspects Eren Can Yabancı and Musa Orhan, who entered the prison and shot the man, were apprehended on July 6, 2024. A handgun and 10 cartridges loaded in the magazine were found on Eren Can Yabancı. Musa Orhan claimed that he carried out the act to take revenge for a deliberate killing with a firearm that occurred in the Olgunlar neighborhood of Elazığ on June 23, 2024. Now Musa is in prison, and Murat Bulut is in the hospital. Entering a prison from the outside and shooting a man inside has also gone down in the history of justice..."
STATEMENT FROM CTE
The General Directorate of Prisons and Detention Houses (CTE) announced that 5 people have been taken into custody regarding the incident where an inmate at the Elazığ Campus Open Penal Execution Institution was wounded in the leg by gunfire.
The statement recalled the provision in Article 14 of Law No. 5275, which states: "Open penal execution institutions are institutions where priority is given to the rehabilitation, employment, and vocational training of convicts, which have no obstacles against escape and no external security guards, and where the supervision and inspection of institution personnel are considered sufficient in terms of security."
The statement noted that an individual, who was determined to have entered the institution by jumping over the wire fences surrounding the Elazığ Campus Open Penal Execution Institution on July 5, wounded Murat Bulut, a convict for a judicial crime, in the leg with a firearm, and that the wounded person, who was referred to the hospital, is not in life-threatening condition and is in good general health.
INVESTIGATION LAUNCHED
Stating that a judicial investigation has been launched by the Elazığ Chief Public Prosecutor's Office regarding the incident, the statement included the following expressions:
"An administrative investigation has also been initiated by our General Directorate, and an inspector has been assigned. Within the framework of the judicial investigation launched regarding the incident, 5 people, including the perpetrator who is considered to have carried out the attack, have been taken into custody, and their interrogations are ongoing."
