The İzmir Metropolitan Municipality stated regarding the layoffs, "The conclusion has been reached that it is not administratively, legally, or financially appropriate for the institution to continue employing approximately 250 people who were found to be surplus to requirements, did not meet the required criteria, or had deficiencies in their pre-employment procedures."
In the statement released on the municipality's official website, it was noted that a significant portion of the surplus employment consisted of individuals who were hired just before the election. The statement included the following remarks:
"It is an indisputable fact that the İzmir Metropolitan Municipality and all its affiliated institutions are managed with an understanding that defends the rights of labor and fulfills all its duties in terms of offering humane living conditions to its employees. Our municipality is striving to use public resources correctly and fairly in line with the duties and powers granted by law.
Despite the difficulties created by the economic situation our country is in, our institution continues to carry out its services and investments without interruption. However, it is also clear that financial discipline must be ensured to establish a sustainable structure.
In this context, it is observed that there is surplus employment in the municipality and its subsidiaries. A significant portion of these were hired just before the election. A total of 1,909 people were hired in the municipality and its subsidiaries after January 1. Furthermore, it was understood that an additional 912 people were called to start work and their procedures had been initiated.
"THE CONCLUSION HAS BEEN REACHED THAT IT IS NOT ADMINISTRATIVELY, LEGALLY, OR FINANCIALLY APPROPRIATE"
It was determined that 312 people were hired in municipal subsidiaries between April 1 and April 6, the period between the local election and the receipt of the certificate of election.
No negative action has been taken regarding recruitments based on actual need.
The conclusion has been reached that it is not administratively, legally, or financially appropriate for the institution to continue employing approximately 250 people who were found to be surplus to requirements, did not meet the required criteria, or had deficiencies in their pre-employment procedures.
The procedures in question are being carried out entirely within a legal framework. There is no practice specific to any individual. When a need for employment arises in the municipality, priority will be given to these individuals if they meet the criteria sought for recruitment. We are following the efforts to turn this practice into a political agenda with care and concern, in terms of protecting the rights of 4.5 million residents of İzmir and ensuring the continuity of our institution's activities."
