Licensing authority transferred to ministries: Municipalities will no longer be able to open dormitories!
With the new law passed in the Grand National Assembly of Turkey (TBMM), the authority of municipalities to open and license student dormitories has been transferred to the Ministry of National Education and the Ministry of Youth and Sports.

With the new law passed in the General Assembly of the Grand National Assembly of Turkey, the authority of municipalities to open and license student dormitories has ended.
These powers have been transferred to the Ministry of National Education and the Ministry of Youth and Sports. Municipalities will no longer be able to issue licenses and permits for student dormitories.
Permit and licensing procedures for middle school and high school level dormitories will be carried out by the Ministry of National Education. For higher education dormitories, this authority has passed to the Ministry of Youth and Sports. Both ministries will have the right to delegate these powers to governorates. The details of the implementation will be determined by regulation.
The authority of municipalities to open dormitories directly has also been abolished with this regulation. Municipalities will not be able to open dormitories if the relevant ministries do not grant approval. It is stated that this change may restrict the activities of local governments in the field of social services.
