Major increase in discretionary fund spending!

Discretionary fund spending under the Presidency reached a record level in January 2025. According to data released by the Ministry of Treasury and Finance, discretionary fund spending, which was 285 million TL in January 2024, rose to 1 billion 563 million TL in January 2025. Thus, the expenditures in question showed an increase of more than fivefold within one year.

The discretionary fund, the details of which are not shared with the public and which remains outside of audit mechanisms, is generally known as a budget item used for the state's secret expenditures. While this remarkable increase in the discretionary fund has sparked debate among the public, calls for transparency regarding the areas in which the funds are used have also come to the fore.
