New tariff for tobacco and alcohol sales
According to the decision published in the Official Gazette, the 2024 fees for tobacco products and alcoholic beverage sales licenses have been determined. Accordingly, the wholesale sales license fee for tobacco products and alcoholic beverages will be 45 thousand 657 liras.

The Communiqué on the Implementation of Article 15 of the Regulation on the Sale and Presentation of Tobacco Products and Alcoholic Beverages by the Ministry of Agriculture and Forestry has been published in the 2nd duplicate issue of the Official Gazette. The wholesale sales license fee for tobacco products and alcoholic beverages will be 45 thousand 657 liras in 2024.
The fees for retail sales licenses will be applied as 2 thousand 348 liras in provincial centers or within the boundaries of metropolitan municipalities, 1552 liras in district centers, and 564 liras in other locations.
For open alcohol sales licenses, a fee of 9 thousand 802 liras will be paid in provincial centers or within the boundaries of metropolitan municipalities, and 3 thousand 761 liras in other locations.
Presentation compliance certificates for hookah tobacco products can also be obtained for a fee of 23 thousand 843 liras in provincial centers or within the boundaries of metropolitan municipalities, and 21 thousand 900 liras in other locations.
The "Communiqué on the Implementation of Articles 22, 23, and 26 of the Regulation on the Production, Processing, Domestic and Foreign Trade of Tobacco" was also published in the duplicate issue of the Official Gazette.
With the aforementioned communiqué, the facility establishment and activity compliance certificates, as well as tobacco trade authorization certificate and visa fees to be applied next year, have been determined.
Accordingly, the tobacco processing facility establishment compliance certificate can be obtained for 347 thousand 990 liras, the tobacco processing facility activity compliance certificate for 695 thousand 981 liras, the tobacco trade authorization certificate for 347 thousand 990 liras, and the tobacco trade authorization certificate visa procedures for an annual fee of 34 thousand 797 liras.
FACILITY ESTABLISHMENT CERTIFICATE FEES
With another communiqué from the Ministry, the tobacco facility establishment, project modification compliance certificate, and banderole sales service fees to be applied in 2024 were determined.
Accordingly, in return for the facility establishment compliance certificate, 116 thousand 954 liras will be charged for every 100 million cigarette production capacity for cigarette production facilities, and 1388 liras for every 1 ton of production capacity for other tobacco products.
The project modification compliance certificate fee will also be 116 thousand 954 liras for project changes that cause an increase in cigarette production capacity of every 100 million units in cigarette production facilities, and 1388 liras for project changes that cause an increase in capacity of every 1 ton in other tobacco product production facilities.
A sales service fee of 21.75 liras, excluding printing costs, will be charged for every 1000 banderoles.
WILL ENTER INTO FORCE ON JANUARY 1
679 thousand 460 liras will be paid for the cigar and cigarillo import authorization certificate, and 57 thousand 7 liras will be paid for the annual extension of the aforementioned authorization certificates.
On the other hand, for the facility establishment compliance certificate, 116 thousand 954 liras will be paid for every 100 million macaron production capacity in macaron production facilities; for the project modification compliance certificate, 116 thousand 954 liras will be paid for project changes that cause an increase in macaron production capacity of every 100 million units in macaron production facilities; and 21 thousand 935 liras will be paid for each market supply compliance certificate.
21 thousand 935 liras will be charged for the macaron import compliance certificate, and 109.78 liras will be charged as a sales service fee, excluding printing costs, for every 1000 banderoles.
The facility establishment compliance certificate fee for the production and trade of leaf cigarette paper will be 61 thousand 465 liras for production facilities for every 100 million units of leaf cigarette paper production capacity, or in return for a project modification compliance certificate for project changes that cause an increase in paper production capacity of every 100 million units.
21 thousand 935 liras will be paid for the leaf cigarette paper import compliance certificate. 4.51 liras will be charged as a sales service fee for every 1000 units of leaf cigarette paper.
The aforementioned communiqués will enter into force on January 1, 2024.
