Powers of night watchmen expanded!
A legislative proposal containing regulations in the field of internal security has been approved by the TBMM Interior Affairs Commission. According to the new regulation, the powers of market and neighborhood watchmen have been expanded.

With the legislative proposal containing regulations in the field of internal security, penalties for drivers using unauthorized flashing lights and roof beacons will be increased. According to the regulation, which also expands the areas of authority for market and neighborhood watchmen, watchmen will be able to perform external manual checks.
The Law Proposal on Amendments to the Law on Civil Servants and Certain Laws and the Decree Law No. 375, which was approved by the TBMM Interior Affairs Commission and contains regulations in the field of internal security, also includes amendments to the Highway Traffic Law.
NEW AUTHORITY FOR MARKET AND NEIGHBORHOOD WATCHMEN
In the event of sufficient suspicion that a person stopped by a market or neighborhood watchman is carrying a weapon or an item that could endanger their own life or the lives of others on their person or in their vehicle, the watchman will be able to perform an external manual check by patting down the person to prevent harm to themselves or others. In vehicles, they will be able to check the parts of the vehicle that are visible from the outside. For this purpose, it cannot be requested that the person remove their clothing or that parts of the vehicle not visible from the outside be opened.
96 THOUSAND LIRA FINE FOR THOSE USING UNAUTHORIZED FLASHING LIGHTS
Accordingly, penalties for drivers using unauthorized flashing lights and roof beacons are being increased. Those who violate the provision regarding the use of devices that provide light and/or sound warning signals will be fined 96 thousand liras, their driver's licenses will be revoked for 30 days, and their vehicles will be banned from traffic for the same period.
If the provisions are violated 2 or more times within one year from the date of the last violation, drivers will be subject to an administrative traffic fine of 192 thousand liras each time, their driver's licenses will be revoked for 60 days, and the vehicle will be banned from traffic for 60 days. If the driver is not also the owner of the vehicle, a fine report for the same amount will also be issued to the registration plate. The devices subject to this provision will be confiscated by the local authority, and the local authority will decide to transfer their ownership to the public.
Driver's license revocation procedures will be carried out by the officials specified in the law. The driver's licenses of those whose licenses are revoked for 60 days will be returned if it is understood that they do not have any condition preventing them from obtaining a driver's license after passing a psycho-technical evaluation and an examination by a psychiatry specialist. Driver's licenses revoked under this article will be returned on the condition that all administrative traffic fines issued within the scope of the regulation have been collected.
VEHICLE REGISTRATION SYSTEM DATA TO BE SHARED WITH THE GENDARMERIE
Information in the vehicle registration system database kept by the Union of Notaries of Turkey will be shared instantly with the Gendarmerie General Command, as well as the General Directorate of Security. This aims to track vehicles used in crimes of "terrorism, smuggling, and human trafficking" committed in the area of responsibility of the Gendarmerie General Command, to prevent the commission of crimes, to apprehend suspects, to ensure public order, and to prevent illegal migration.
